Unlocking the Power of Data Sharing Across Government I read the report below about the challenges of data sharing across Government, and one quote really resonated with me: “Data and digital is meaningless unless you’re actually matching it to an actual business or user priority. The people that are setting policy and creating services and thinking about strategies to deliver on missions need to understand the role that data and digital plays so they give it fair prioritisation.” As the report points out, there are technical, cultural and incentive issues to tackle when it comes to sharing data across Government, and this is true even within a single organisation. However, before tackling these issues, one of the first questions I think needs to be asked is what is the most valuable data to share? From my experience of quantifying the economic value of data for Government organisations, such as National Highways, I’ve seen firsthand how many of the cultural issues and lack of incentives can start to be addressed. For example, the common pushback mentioned in the report about the cost of sharing data with other departments can start to be addressed if you know the benefits. By knowing the benefit-to-cost ratio, you can have a meaningful discussion at senior levels in Government about why and where it makes sense to invest in data sharing and where it doesn’t.
