There ya have it folks... There are times when "lowering the boom" due to lack of respect, for one's own safety, may be in order. Lower the boom on safety" means to take a strong and forceful action to address a safety issue, essentially putting a stop to risky behavior or practices by implementing strict measures or consequences; it implies a firm response to ensure safety is prioritized. Key points about this phrase: "Lower the boom": This is a metaphor that originates from the operation of a crane, where "lowering the boom" signifies a deliberate movement to bring something down with force. "Safety": In this context, it refers to any situation where safety protocols are being ignored or compromised. Example usage: "After several near-misses, the company decided to lower the boom on safety by implementing mandatory safety training for all employees." "The new safety inspector is known for lowering the boom on any unsafe practices they find on site."

One of our customers recently inquired about where the requirement to do annual hazardous materials refresher training for emergency responders comes from. I thought I’d share my response with all of our followers. Please note that this would apply to EMS providers as well (see the link to the OSHA letter of interpretation below). Finally, this post does not construe actual legal advice as I am not a lawyer. Random hazmat-related picture was added for the heck of it. Chief, 29 CFR OSHA 1910.120 applies to operations that include, “emergency response operations for releases of, or substantial threats of releases of, hazardous substances without regard to the location of the hazard” [1910.120(a)(1)(v)]. Additionally, under the emergency response section of the standard (Section Q), OSHA 1910.120 says that emergency responders, “shall receive annual refresher training of sufficient content and duration to maintain their competencies, or shall demonstrate competency in those areas at least yearly” [1910.120(q)(8)(i)]. It is true that OSHA standards are not regulations (aka required) for state and local government employees in Pennsylvania. However, the EPA adopted the OSHA 1910.120 standard and applied it to all state and local government employees in 40 CFR Part 311. The EPA specifies “compensated” and “uncompensated” workers are covered by the regulation. Pennsylvania does not have a state-level requirement for annual refresher training. Instead, the PA State Fire Academy gets involved when an individual is seeking to obtain a ProBoard certification through the state fire academy’s certification program. In those cases, they require the individual to have a current Hazmat Operations or Hazmat Operations Refresher certificate on file. I provided training to the workers on Hot work related hazards and their precautionary measures. What is hot work? It's regrettable that OSHA, MSHA, the safety fraternity, and safety organizations know so little about hydraulic systems that they cannot identify the significant flaws in OSHA's Control of Hazardous Energies Standard. I have sat through several LOTO training presentations and it's obvious that the good folks that teach LOTO have no idea about how hydraulic systems store energy. What's alarming is that over 99% of LOTO instructors are aware that less than 1% of hydraulic systems comply with OSHA's LOTO standard with respect to stored energy. The fact is, that it's not possible to know the state of energy in a hydraulic system post lockout, and if it was possible for a worker to make that determination, it's not possible for workers to control the release of that energy. So here's an illustration that might serve to educate LOTO instructors as to how a hydraulic system can store, in the case, three cells of sufficient hydraulic energy that if its release is not controlled, which it cannot be, can severely injure or kill workers. Let me repeat my plea to OSHA: please remove hydraulics from your Control of Hazardous Energies standard until your SME's take the matter seriously.
