The new edition has the main structure and contents of the 4th edition. some captured changes are highlighted below: * Regulatory Alignment: The new edition includes additional references to PHMSA (Pipeline and Hazardous Materials Safety Administration) regulations that impact the use of RBI on regulated tanks. * Use of Technology in Inspection: It introduces updates on 3D imagery and digital tools for calibration and monitoring.

Risk Based Inspection (RBI) plays a pivotal role in how companies manage their pressure equipment within a mechanical integrity program. RBI is a methodology used by companies to prioritize and optimize inspection, maintenance, and monitoring efforts based on the risk of failure of pressure vessels and other equipment. Love to read this kind of case study that brought me additional insights and at the same time learning from past incidents. In the Philippines for the past 2 decades, numerous industrial process safety accidents already happened. Compiling these verified and notable incidents (not in order) are the following; 1. Ammonia leak in 2020 & 2021 (Ice Plant) 2. LPG Storage Facility fire in 2016 (Petrochem) 3. Factory fire (Valenzuela) in 2015 (Manufacturing) 4. Lepanto Mine Cyanide Spill in 2002 (Mining) 5. Factory fire (Cavite) in 2017 (Manufacturing) I consider this a process safety incident due to the following reasons: i. Failure in operational safety ii. Imposed environmental and health impact on the community iii. Failure in risk management and safety protocols iv. Uncontrolled Release of Hazardous Substances Recently this year, DTI has released its guideline PNS 2186 focusing on Process Management System. It was crafted to assist organizations/industries in designing and implementing effective process safety management programs. Hope the implementation of the new PNS continues and require considered high-hazard facilities to comply.
