I remember sitting across from my Managing Director proudly elaborating my policy "strategy". I outlined commissioning research and holding a press conference. I spoke about the meetings I had lined up with policy makers. I talked about the network of like-minded organizations that I brought together. Basically I touched upon almost every policy tactic there is. He then looked at me and said "OK, I see. But Yoav, how do all these activities lead to the attainment of our policy objective?". I was a bit confused at first. "What do you mean? All these activities are BOUND to bring about the public policy change", I answered. And he said "show me how". And that was one of the greatest Aha! moments in my career. From then on, the only lighthouse that guides my policy strategy is the progress of the public policy process which governs the change I'm seeking. It tells me: 1. What's the timeline for change (legislation takes longer than regulation) 2. What are the milestones in that policy process (initiation, hearings, professional experts, etc). 3. When do these milestones occur (so I know when and where to invest my time and resources). 4. Who are the officials and stakeholders around each of the public policy process's milestone (so I can engage them in a timely manner). Now, instead of doing a bunch of activities (and claim credit for each) - I show how I'm moving the needle on my objective by impacting the public policy process.
