R&P Awarded $78 Million Contract to Support U.S. Navy’s Amphibious Warfare Program Office R&P Technologies, LLC, a provider of professional, technology, industrial and management services, announced that the Company has been awarded a contract to continue its support to the U.S. Navy’s Amphibious Warfare Program Office (PMS 377) with a full range of professional support services. The focus of services being procured includes Ship Acquisition, Technical Issue Resolution, Technical/System Integration, Change Management, Ship Production, Testing, GFE/GFI Support, and Post-Delivery for platforms under PMS 377’s cognizance. PMS 377 is responsible for the Amphibious Assault Ship Replacement (LHA(R)) (to include Flight 0 and Flight 1 and any future and/or emerging follow- on) Acquisition Program, the Amphibious Transport Dock (LPD 17) amphibious ships (to include Flight I and Flight II and any future and/or emerging follow-on) Acquisition Program, the Amphibious Assault Direction System (AADS) Acquisition and Life Cycle Management Program, and the Blue Force Tracker 2 (BFT-2) Program. The recompete contract has a one-year base period plus four one-year option periods and is valued at $78 million, if all options are exercised.  The business began providing support to PMS 377 in 2009 as a subcontractor, and since then the program support has grown from 8 personnel to approximately 80 today. This was a critical recompete win for R&P, as it reinforces our ability to deliver high quality, integrated services for the U.S. Navy,” said Jeff Riedel, CEO of R&P Technologies.  “R&P is a sophisticated Small Business provider of naval new construction and modernization services and winning programs like PMS 377 will continue to be a strategic priority for the Company going forward.” The Company’s services under this contract enable these vessels to be deployed on amphibious missions including airborne/and seaborne assaults on hostile shores, as well as humanitarian support role for natural disasters.

I worked on the Mk 48 mod 5 back in the 80's. Interesting to see it is still going strong and being modified, but still having issues. The US Navy's most advanced #submarine-launched #torpedo, the MK 48 Mod 7, has been found operationally effective but is experiencing concerning #reliability issues, according to a recently released #OPTEVFOR Department of Defense test report. The assessment, completed in May 2023, evaluated the torpedo's latest Advanced Processor Build (APB) 5+ software upgrade. While the APB 5+ upgrade successfully improved the interface between submarines' combat systems and the torpedo, including enhanced safety features to protect launching vessels, the report revealed that the MK 48 Mod 7's overall reliability has degraded below Navy-defined requirements. This development poses a significant challenge for the Navy's submarine force, which relies on the MK 48 as its primary anti-submarine and anti-surface warfare weapon. In response to emerging operational needs, the Navy began evaluating an urgent software update in FY2023, known as the Shallow Water Urgent Build (SWUB). Initial testing demonstrated that while SWUB can improve single torpedo performance in specific scenarios, comprehensive testing with multiple torpedoes in realistic conditions remains incomplete due to limited threat representation. Looking ahead, Lockheed Martin is developing the APB 6 software update for the Navy, scheduled for delivery in FY2026, which will focus on improving target detection and classification capabilities. This update will support the future MK 48 Mod 8 variant, expected to feature an upgraded sonar array when it enters service in FY2028.

Northrop Grumman Corporation’s AN/ALQ-257 Integrated Viper Electronic Warfare Suite (IVEWS) has completed U.S. Air Force testing in the service’s Joint Preflight Integration of Munitions and Electronic Sensors (J-PRIMES) facility. During a series of rigorous tests, AN/ALQ-257 IVEWS was subjected to accurate representations of complex radio frequency spectrum threats in the J-PRIMES anechoic chamber. The system demonstrated the ability to detect, identify and counter advanced radio frequency threats while operating safely with other F-16 systems. The successful completion of this regimen allows AN/ALQ-257 IVEWS to begin flight testing on Air Force F-16 aircraft. Embracing Open Development Standards to Strengthen U.S. Military The U.S. military is navigating an increasingly complex battlefield that requires rapid adaptability and cutting-edge technology. To maintain a competitive edge, the United States Department of Defense should fully embrace Modular Open System Architecture (MOSA) as a cornerstone of 21st-century warfare. MOSA is a mission system architecture that employs widely accepted, consensus-based standards like the Future Airborne Capability Environment (FACE). By integrating MOSA into our combat systems, we can accelerate the transition of critical capabilities and enhance the industrial production potential of our defense sector. This flexibility is crucial, especially as adversaries quickly deploy countermeasures, particularly in electronic warfare and navigation. Recent conflicts have demonstrated that our weapon systems must be adaptable. Many successful technologies have been neutralized overnight by adversaries introducing new capabilities. Therefore, we need warfighting platforms that can swiftly incorporate advanced functions and stay operationally effective. Cross-service collaboration is essential for achieving this goal. The US Navy’s hypersonic weapons program, for example, is already aligned with Weapon Open System Architecture (WOSA), enabling the US Army and United States Air Force to share mission system capabilities. This joint approach not only reduces redundant development efforts but also allows for the rapid deployment of countermeasures and advanced offensive functions across multiple platforms. Furthermore, as our industrial base shifts from a World War II manufacturing powerhouse to a more service-oriented economy, we must leverage MOSA to expand production capacity. By enabling smaller businesses and non-traditional defense contractors to contribute to the development of weapon systems, we can create a more distributed production capability. This is vital for scaling munitions production during times of increased demand. As we observe the shifting dynamics of modern warfare, the lessons learned from current conflicts underscore the need for agility in adopting new capabilities and scaling production. MOSA offers a pathway to rapid sharing of technology, reduction of redundant development efforts, and an expansion of our industrial base. We must align and standardize our architectures, as seen in hypersonic and next-generation aircraft programs, to ensure rapid transitions from research and development to operational deployment without extensive redesigns. By adopting these strategies, we can fortify our military’s position and readiness for future challenges. The Army’s Command and Control Cross Functional Team will be coming out with a new requirement for modular command posts as part of the service’s Mission Command on the Move project. The requirement aligns with the service’s Command and Control Fix, or C2 Fix, plan — the Army’s strategy to make its current network operations more efficient so they can “fight tonight.” It also aligns with the service’s push to move from large command posts with bulky equipment — that can take hours to set up and look like juicy targets to enemy long-range fires — to smaller, more mobile posts that can better survive the modern battlefield. The Mission Command on the Move project has long been on the Army’s to-do list. The Integrated Fires Mission Command Project Office, under Program Executive Office Missiles and Space, received the first complete Integrated Battle Command System delivery as part of the Low-Rate Initial Production. IBCS is the cornerstone of the Air and Missile Defense broader modernization efforts, providing transformational air and missile defense mission command with increased capabilities to the battlefield faster. "The completion of this first delivery is the result of unparalleled dedication from amazing professionals. It has been a privilege to lead a team with such a high level of skill and commitment," said Army COL Christopher Hill Sr., IFMC Project Office Project Manager. "This accomplishment is an excellent example of what we can achieve when our military, industry partners, Government civilians, and contractors successfully collaborate on our mission.” IBCS is comprised of three major end items: the Integrated Collaborative Environment, the Engagement Operation Center, and the Integrated Fire Control Network Relay. The ICE is a modular shelter that provides a collaborative environment for battlefield mission command. The EOC is an integrated fire control center that provides the engagement operations function for IBCS. The IFCN Relay performs dual functions, providing the interface for the adapted sensors and weapons and serving as a communications relay to extend battlefield operations distances. "IBCS is the critical mission command component of our Army's modernized air and missile defense capabilities. It is the cornerstone of our efforts to integrate future components and qualify the architecture within our annual Integrated Fires Test Campaign," said Army Brig. Gen. Frank Lozano, Program Executive Officer Missiles and Space. "This delivery is the result of excellent work by the entire team focused on modernizing our air and missile defense systems while getting this equipment to our Soldiers as quickly as possible." The IFMC Project Office is helping to modernize the US Army by integration, synchronization, and collaboration between all air and missile defense components. Integration efforts leverage legacy and future sensors and shooters, allowing for a single integrated air picture and coordination between fielded assets. The fusion between existing joint systems and future developmental programs with IBCS increases overall effectiveness, dramatically enhancing the ability to track, identify, engage, and defend against diverse threats. These capabilities not only help modernize the Army's AMD capabilities, but also the capabilities of our allies across the globe who modernize to the new IBCS architecture.
