These are Facts based on the Environment Agency report…… Only 12% of their discharges were due to “exceptional weather”, so minimal impact from severe weather in reality. 88% of their discharges were due to other reasons that are in breach of Section 94 of The Water Industries Act. The ambition of “less than 10 spills per overflow per year” is currently a long way off, the average number of spills per overflow in 2023 was 43.4! So, a B.C town estimated improvements to their municipal wastewater treatment would cost $14m. But regulations have gone up since planning started, and the project is now estimated at $35m. Why the hefty increase? The compliance checklist has more boxes—mostly to ensure the plant is carefully designed to accommodate local conditions and communities. But the more boxes, the more time and money. This is a central theme of water treatment in the age of water insecurity: less water, more regulations. That scissor effect puts municipalities and operators somewhere between a rock and a hard place: can’t change the externalities, so they look for relief in the P&L. But the P&L is stretched thin.
