Between the IRA’s New ERA and PACE programs, the Biden-Harris administration is making the largest investment in rural electrification since the days of FDR. For these investments to really take root in rural communities, though, we need demand for clean energy to grow from the ground up. Our friends at Farm-To-Power believe we need agriculture to cultivate that demand. As co-founder Ben Kelahan put it, “The most important voice in the rural clean energy conversation is the voice of the farmer, the rancher—and that voice is often missing.” FTP formed in 2023 to mobilize farmers and ranchers willing to boldly leverage their credibility in support of clean energy generation and infrastructure projects in their communities. They’ve launched long-term organizing efforts in Indiana, Arizona, Colorado, Kansas, Michigan, New Mexico, Ohio, and Wisconsin. And in a little under two years, they’ve assembled a growing coalition that now boasts dozens of agricultural community organizations and hundreds of advocates, eager to promote the benefits of rural clean energy projects on agricultural properties through in-person actions and digital engagement. With a grant from Invest in Our Future, they’re continuing to scale—recruiting more local advocates, securing partnerships with agricultural organizations, and developing state-level spokesperson programs featuring farmers and ranchers who publicly support renewable energy projects. They’re also undertaking broad public opinion research, polling rural residents and holding in-depth interviews with farmers and ranchers in all eight states. Already, these efforts indicate that sentiment around clean energy is improving, and there’s more room to grow. Rural residents are intrigued by clean energy’s potential economic benefits, along with messages that frame rural clean energy development as part of a long tradition of producing both food and energy for the country’s benefit. But they need a constant flow of accurate information from trusted messengers to drive those points home and address misinformation head-on. The FTP team is integrating these insights into their organizing in the field and online, and notching encouraging achievements. In Wisconsin, for example, their coalition helped secure key policy victories that will support clean energy development across rural parts of the state. The personal stories that Ben and his colleagues hear each day affirm their foundational belief that clean energy can help farmers and ranchers maintain lifestyles and livelihoods that have been in their families for generations. Today is another historic day for investing in rural communities with affordable clean energy under the Biden-Harris Administration. The USDA Deputy Secretary and Senator Bennet are announcing the next set of awards to rural electric coops, at $3 billion in awards that will result in over $13 billion in clean and affordable clean energy in rural communities. As part of this announcement, we are releasing a USDA Farmer Benefit Plan framework, which is a project I am proud to have worked on under Administrator Andy Berke leadership and the dedicated Erik Hatlestad. The Farmer Benefit Plan framework, modeled after the success of Labor Benefit Plans, is a way for farmers and ranchers to collaborate with clean energy developers to shape tangible benefits to farmers. Examples are: lower electricity costs for farmers in irrigation efficiency programs; build infrastructure such as a local meat processing plant; conserve soil; make setbacks available to underserved farmers, and agrivoltaics for livestock grazing. We are excited to see the innovation that farmers and clean energy developers will develop in collaboration. Plans for an alternative energy project in Lansing, NY are moving forward. The Finger Lakes Land Trust (FLLT) has sold 213 acres of the former Bell Station property to AES through an agreement for solar development. That acreage, on the easternmost part of the property, will also be used for agriculture. I will be representing GKinetic Energy Ltd at this upcoming event. Coming from a farming background, I can see the fit for our new CEFA 2 #hydrokinetic #generators in providing energy to the agriculture sector. In comparison with the #intermittency of the other main #renewableenergy technologies, it depends on neither wind nor sun but on one of our most abundant resources, water. In Wyoming, Sheep May Safely Graze Under Solar Panels in One of the State’s First Agrivoltaic Projects The elevated #photovoltaic panels can actually improve grazing conditions, a novelty that could help make solar projects more land-efficient and accepted in the ranching-heavy state Converse County is one of the most welcoming areas in Wyoming when it comes to clean energy. For roughly every 20 residents, there is one wind turbine, the highest ratio in the state. At a recent County Commissioners meeting, it took another step in diversifying its energy #infrastructure, signaling its intent to issue its first solar farm permit to BrightNight. The global energy company has proposed to build more than 1 million solar panels, a battery storage facility and a few miles of above-ground #transmission lines on a 4,738 acres of private land run by the Tillard ranching family near Glenrock. The Dutchman Project, as it is called, is notable neither for its generation nor its storage capacity but for the creatures moseying beneath its #panels. The base of each sun-tracking panel will be several feet off the ground, allowing enough room for the Tillard’s sheep to continue grazing. In a state whose ranching industry predates its inclusion in the union, pairing solar generation with livestock grazing or other agricultural practices, a technique called “agrivoltaics,” could forge an unlikely alliance between two industries—one ancient; the other, #hightech— that typically compete for resources.
