The Saudis are not our friends or allies (unless your name is Kushner, or Trump). "None of the new evidence from Mr. al-Bayoumi’s home conclusively proves that the Saudi government enabled the attacks, but it adds to a growing circumstantial case. The newly disclosed material is bolstered by thousands of pages of F.B.I. documents from an investigation that sought to settle the question of official Saudi involvement in Sept. 11, which were declassified in 2021 by the Biden administration. The investigation, known as Operation Encore, was closed without charges filed. Some agents who had worked on the case disagreed with the decision to close it. Now, in retirement, they are consulting for the plaintiffs on the lawsuit. In San Diego, Mr. al-Bayoumi worked as an accountant for a Saudi aviation company that is also a defendant in the lawsuit. Saudi Arabia has repeatedly denied that Mr. al-Bayoumi was a government agent, but by 2017, according to the declassified F.B.I. documents, the bureau had confirmed that he was an informal agent of Saudi intelligence services. Mr. al-Bayoumi has long maintained that his first meeting with the two hijackers, at a Los Angeles restaurant, occurred by chance. The F.B.I., on the other hand, turned up evidence suggesting that the meeting might have been arranged. After he was detained and interviewed by British authorities in 2001, Mr. al-Bayoumi moved back to Saudi Arabia, where he has resided since. Another piece of new evidence found at Mr. al-Bayoumi’s former home in Birmingham, England, has emerged: video that he shot in 1999 of the U.S. Capitol, one of the buildings likely targeted by Al Qaeda terrorists in the Sept. 11 attacks. The video shows the Capitol from various sides, with entrances, exits, parking facilities and security guards. Even if it usually is, this may no longer be the case, so check first; - If you do arrive at an area which seems to be problematic, don’t take chances, leave immediately; - If you do end up being caught in a protest, remain calm and don’t draw any attention to yourself. Work towards de-escalating the situation, and get away as quickly as possible. I've spent the day on the phone with several UK councils & police forces as they make difficult decisions on whether or not to close their night-time economies due to the threats of riots or violence. None of us wanted to give in to the threats of extremists. But all of us wanted to protect our people (those who work & use the NTE), the businesses people have worked so hard to create our staff (Police, Council, Ambulance, Security, BIDS, transport providers & cleansing operatives) & volunteers (Street Pastors & Angels, Safe Busses & Spaces). This weighed heavy on us as we waded through safety analysis. The key takeaways from my conversations were: 1. People first. We have a duty of care to protect people from harm, & from listening to those on the front line, we can see & hear genuine fear in our communities. 2. We were deeply saddened by the outpouring of hatred & vitriol & didn't want to add to it. 3. Asking people to close their businesses & not turn up to work when they need the money to survive is a tough & unenviable call, but protecting them & their businesses from harm if we know there is a genuine risk, particularly if they are people of colour, is our priority. My recommendations have been 1. Assess the situation & risk level on a daily basis for both day & night. 2. Talk to your businesses & staff & decide what risk you & they are willing to take & what the cutoff for closure is. 3. Advise venues to have security staff on site. Security & staff should both be briefed clearly on what to do if trouble starts. This may include barricading doors & windows, turning off lights, calm playlists, no patriotic songs or locking people in their buildings for their safety until the threat passes (I had to do this in Nottingham in the 2011 riots; this is a tough call but the best for everyone). 4. Advise businesses to ensure their CCTV is working & radios/mobiles are charged. Escape routes cleared. 5. Ensure all your businesses, security, police, council, & BIDs are communicating with each other. If you don't have a Radio System, then set up a WhatsApp group. Things that need communicating include, but aren't limited to, violence, group gatherings, conversations that you might overhear about unrest, whether or not threats are real, & whether areas need to be shut down suddenly. If there is unrest & damage is done, clean up operations. 6. Appeal to people with clear messaging about the impact that causing damage will have on individual people & businesses (videos & interviews with relatable workers & businesses may work best as they can be circulated on social media with messages such as xx relies on their job at xxx if they can't work their children may go hungry. Or xxx has spent 15 years setting up their business working 12-hour days if his windows are broken, it'll have xx impacts) & the clear consequences if they're caught & the impact it'll have on their future, & case study examples.
