Millet is a nationally recognized subject matter expert in the field of Homeland Security, has held the positions of Policy & Planning Director and Safety Risk Agency Manager at the Port of South Louisiana for the past 18 years, serving as a public/private stakeholder liaison on issues pertaining to port security and emergency preparedness. Lester serves on a multitude of local, state and federal committees, most notably, nationally recognized InfraGard Louisiana (President) and LOMSEC (Louisiana Maritime Security Community) Chairman, and has received the following awards for his past efforts: Louisiana Technology Council Governor’s Award (2014), CAMO (Coastal & Marine Operators) Visionary Award (2014),Louisiana Emergency Preparedness Association’s (LEPA) Dedication Award (2016), (2) USCG’s Meritorious Public Service Award, FBI Gulf Coast INLETS Award (2017), FBI N.O. / InfraGard Service Award (2019), Government Technology & Services Coalition HS Today Citizen of Mission Award (2020), & InfraGard National Public / Private Partnership Award (2023). Lester graduated from Southeastern Louisiana University in 1985 with a BA degree in Management and has taken hundreds of hours of training in Homeland Security & Safety courses. "A multi-hazard early warning system (MHEWS) address several hazards and/or impacts of similar or different types in contexts where hazardous events may occur alone, simultaneously, cascadingly or cumulatively over time, and considering potential interrelated effects. An MHEWS with the ability to warn of one or more hazards increases the efficiency and consistency of warnings through coordinated and compatible mechanisms and capacities, involving multiple disciplines for updated and accurate hazard identification and monitoring for multiple hazards (UNDRR, n.d.a). It is therefore critical to consider MHEWS as more than the sum of two or more single-hazard warning systems working simultaneously. Effective MHEWS identify the most hazardous events and related risks in an interconnected risk scenario. MHEWS have legitimate and agreed inter-institutional plans, standard operating procedures and financing mechanisms for triggering preventive actions to protect lives and assets. MHEWS benefit from mechanisms such as tools and platforms (e.g. those from risk knowledge and hazard observation to alerting and communication systems). These alert people at risk in a timely and coherent manner about the occurrence of different hazards and their potential cascading impacts, as well as the ways and actions to prevent, avoid or minimize them.
