The Systems Engineering Research Center (SERC) in coordination with OUSD(R&E) and Systems Engineering & Architecture (SE&A) completed more than 25 projects and initiatives in 2024 to advance the field of systems engineering (SE). As a DoD University Affiliated Research Center (UARC), the SERC includes 26 top universities whose researchers focus on DoD strategic goals and challenges to improve the practice of SE and deliver advanced capability to the warfighter. Approximately 300 faculty and graduate student researchers from the member universities collaborated on SERC’s research projects and initiatives in 2024. The efforts focused on digital engineering, digital data strategy, test and evaluation, artificial intelligence, and more. Major efforts included: · Co-organizing the fifth annual AI4SE and SE4AI Research and Application Workshop with the Army DEVCOM Armaments Center · Conducting the 16th annual SERC Research Review, including presentations on research projects such as mission engineering for the Space Force and cybersecurity for an offshore wind farm · Providing expertise to the Air Force on digital materiel management to ensure critical processes employ digital methods across the life cycle for warfighting, installation, and mission support capabilities · Continuing a range of activity on human capital development to enhance the current and future DoD workforce with initiatives—including the Defense Civilian Training Corps pilot program and the Capstone Marketplace. The Port of Long Beach, California, is the second busiest port in the United States. It handles more than nine-million 20-foot container units each year with cargo valued at $200 billion. Yet existing channel dimensions and tidal delays pose limitations and inefficiencies for current and future deep draft vessel traffic. To navigate the port complex, these larger vessels must carry a lighter load from their point of origin, which ultimately increases the nation’s transportation costs by requiring more ships to move cargo into and out of the complex. In 2016, Port of Long Beach officials began to address these constraints and sought federal assistance from the U.S. Army Corps of Engineers Los Angeles District to conduct a deep draft navigation feasibility study of the port to widen and deepen its navigation channel. To test its proposed channel design improvements, project engineers reached out to the U.S. Army’s Watercraft and Ship Simulator, headquartered at the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi, to run ship simulations with pilots from the Port of Long Beach. The feasibility study was completed in 2021 and included in the Water Resources Development Act of 2022. The project is now in the pre-construction engineering design phase, and Los Angeles District project engineers have once again sought out ERDC’s expertise in ship simulation to help verify the navigability and safety of the selected channel design. Electrical and Computer Engineering, Lehigh University Professor Wenxin Liu recently received an $800,000 grant from the Office of Naval Research to develop a deep reinforcement learning (DRL)-based algorithm that enhances coordination between vessels’ energy scheduling and power control systems. Using simulation and hardware experimentation strategies, Liu and his team are working toward augmenting shipboard power systems’ energy efficiency and durability. Their innovative research has the potential to elevate the US Navy's vessel safety and travel distance.
