There it is. The Federal Aviation Administration adopted the final rule mandating the use of Safety Management Systems (SMS) for Part 135! We've been ready for years. If you're applying for a new Part 135 certificate, you'll instantly have an additional hurdle, but we can help. This is a great article on SMS and the Federal Aviation Administration mandate to implement SMS in all Part 135 operations by 2027. It is vital that SMS be an integral part of all charter, fractional, air-taxi operations. The greatest challenge for these operators is to create, develop, implement, and foster a “positive safety culture”, then maintain it, nurture it, and make it part of the operation’s DNA. Otherwise, it will not succeed. The greatest challenge to a positive safety culture is for management to believe in it, and pilots and mechanics to trust their management really does believe in it, and not just lip service. It’s the ultimate test of “watch what I do and not what I say”.

This recent #NTSB aviation safety report exposes critical Operational Control deficiencies in Part 135 operations in the US, underscoring the Safety Net that certified dispatchers provide as the '3rd Pilot on the Ground'. These findings should equally serve as a wake-up call for #EASA to scrutinize similar risks (if not larger) within European civil aviation. Currently, the Operational Control function under EASA's Part-CAT places a disproportionate burden on pilots, who, once airborne, are isolated in the cockpit and disconnected from real-time decision-making support. As recommended by the NTSB, it's time for #EASA to mandate certified #Dispatchers for Operational Control functions, ensuring pilots have ground-based licensed and qualified support that come equipped to call-out & manage risks dynamically. This move would align Europe’s safety framework & global ICAO Ann.6 and Ann.1 SARPs to significantly enhance operational resilience and flight safety. EASA should closely examine the accidents and incidents that prompted the NTSB’s recommendations to the FAA (as does Transport Canada) regarding the critical role of certified Part 121 -type Aircraft Dispatchers. These cases highlight the critical role Dispatchers play in enhancing operational safety and reducing pilot workload when it matters most. It’s time for EASA to adopt similar safety standards for its EASA Part – CAT (Commercial Air Transport) Airlines (Part 121 Flag equivalents), ensuring that European Flag carriers benefit from the same robust layers of risk management and operational oversight that FAA and Transport Canada -certified dispatchers provide across the pond. Aligning with these proven practices would be a significant step forward in bolstering safety and harmonizing global aviation standards.
