In 2023 the National Emergency Management Ministers’ Meeting (NEMMM) commissioned the ‘Independent Review of National Natural Emergency Management Governance Arrangements’ led by Dr Robert Glasser. I had the honour of being Dr Glasser’s Deputy Lead and had the pleasure of working closely with our Project Director Erica Boyles.
The report from the Independent Review was released last week and sets out a range of findings and recommendations including the need for the National Emergency Management Ministers:
• To strengthen coherence for natural hazards and other risks and hazards that threaten national resilience.
• Sharpen and strengthen the focus on resilience, and place greater emphasis on addressing strategic risks.
• Further elaborate this focus with respect to:
o Prospective risk management (higher infrastructure
standards, environmental protection, etc.),
o Corrective risk management (retrofitting, reinforcing, and
remedial measures),
o Compensatory risk management (risk financing and
transfer), and
o Reactive risk management (early warning systems and
effective response and recovery).
Throughout the Review it was a pleasure to engage with experienced emergency management and resilience professionals from government agencies at all levels, not for profit organisations, academia and businesses all contributing to emergency management and resilience building within Australia.
