Did you know the federal government awarded “small businesses” over $178 billion in contracts during fiscal year 2023? Below is the link to the list of recipients, award amounts (obligations), and total payments (outlays) to date. According to Google, the SBA defines a small business for government contracting purposes by size standards that vary by industry and NAICS code. (NAICS codes can be found on this official website of the U.S. government - https://lnkd.in/eiEB4sj3.) Good morning all and welcome to Fiscal Year 2025 for those in the Department of Defense contract world! As promised, I will be posting a series of observations and comments on Fiscal Year 2024. The intent, as always, is to assist businesses in being eligible and competitive for Department of Defense contracts AND to reduce friction! So, Post #1 is "Being Eligible for Department of Defense Contracts". Being eligible means: 1. Being registered and current in the System for Award Management, www.sam.gov 2. Being registered in Wide Area Workflow so you can invoice. Google "Procurement Integrated Enterprise Environment" for the link. 3. Being properly certified by the Small Business Administration if you want to compete as a small business. www.sba.gov. I will go into detail on SBA certification in a separate post because we had to much friction, especially at the end of the FY with this one. That said, the above are non-negotiable, there is no hook up, special deal or work around for any of these three. If you are not in compliance you are not eligible for a Department of Defense contract. If you still have questions you are welcome to e-mail them to me at Chris.rabassi@usmc.mil. What is the best way to fund IT needs across various agencies and departments? To improve outcomes, start with a baseline and allocate the resources to the areas of highest risk likelihood and impact. Tools alone are never the answer. You can put the best paintbrush in my hand, but that doesn't make me an artist. The same is true with SIEM, a pen testing tool, or a compliance portal provided to an organization without experience or training to detect and validate threats or how to implement controls to achieve data protection requirements.
