Among the topics discussed was the adoption of a new Framework for Capacity Allocation (FCA) for the corridor, which will take effect from the 2026 timetable. Other topics included the changes in the regulatory environment (new TEN-T and Capacity Regulation) and quality initiatives on the corridor. In line with NERC’s Order that set the stage for the final separation/unbundling of TCN and the need to have created a governing structure for the proposed NISO by May 30th 2024, I find this viewpoint interesting. 🕵♀️ Today the EU and UK conclude technical negotiations for a future competition cooperation agreement 🤝 The future competition cooperation agreement will allow the Commission, the EU Member States' competition authorities (NCAs) and the UK Competition and Markets Authority to cooperate directly in competition investigations. 🆕 It is the first EU competition cooperation agreement to enable NCAs to cooperate directly with a third-country competition authority. ⏳ The agreement will enter into force after both the EU and the UK have finalised their ratification procedures. ITS&S supporting the work of EIAG ITS&S is pleased to have been part of consultations regarding an amendment to Directive 2010/40/EU as a member of the European ITS Advisory Group (EIAG), allowing to discuss the Commission's intentions in advance. The amendment to Directive 2010/40/EU introduced by Directive (EU) 2023/2661 adds new requirements for adopting a work program for the period 2024–2028. This program, prepared by the European Commission, includes setting specific objectives and timelines for activities, including the possible adoption of common specifications in priority areas and the potential amendment of Annex III of the directive. The goal of these activities is to ensure the compatibility, interoperability, and safety of intelligent transport systems within the EU. Additionally, the Commission will conduct consultations and prepare new legislative acts in accordance with better regulation principles.

IMO Facilitation Committee Forty-Eighth Session (FAL 48) Summary Report The Facilitation Committee met in person at IMO Headquarters in London for its forty-eighth session (FAL 48) from 8 to 12 April 2024, where various issues were discussed. 1-Maritime Single Window (MSW): The committee continued discussions on the mandatory use of MSW by Contracting Governments to the FAL Convention since January 1, 2024. They also considered revising guidelines on authentication, integrity, and confidentiality of information exchanges via maritime single windows and related services. 2-Maritime Autonomous Surface Ships (MASS): Discussions revolved around regulating MASS, which are commercial vessels capable of operating independently of human interaction. The committee approved the report of the MSC-LEG-FAL Joint Working Group on MASS and updated the roadmap to address MASS issues related to the FAL Convention. 3-Guidelines on Port Community Systems (PCS): New guidelines on PCS were approved by the FAL Committee. 4-Digitalisation Initiatives: Recommendations and proposals from a recent industry survey on digitalisation within ports were considered. The survey highlighted the need for standardised and harmonised digital systems across ports globally. This is due to the variation in port call interfaces and documentation among Member States, as well as the lack of IT infrastructure on many ships hindering efficient data exchange with ports.
