Rallying for VOCA Funding at California's State Capitol May 30, 2024 As a social worker, certified sexual assault counselor, and advocate for survivors of sexual violence, human trafficking, and child abuse, attending the rally on May 30th at California's State Capitol was an absolute necessity for me. The energy and solidarity among advocates and survivors were palpable as we gathered to highlight the importance of Victims of Crime Act (VOCA) funding. VOCA funding is the backbone of California’s response to crime victims’ needs. This crucial funding provides an array of critical services and programs that support Californians after they have experienced a crime. These services include domestic violence service providers, RAPE CRISIS centers, legal assistance, human trafficking services, a range of options to address survivor homelessness, and other vital support systems. One key aspect of VOCA funding is that it originates from fines and penalties from convictions in federal cases, not from tax dollars. Every year, Congress determines the amount to be released from the fund, distributing it through formula grants and discretionary grants to federal, state, and Tribal victim assistance programs. However, in March 2024, Congress finalized the FY 23-24 funding bills and allocated $1.353 billion to VOCA. While this may seem substantial, it actually represents a significant cut of approximately $630 million compared to FY 23. The impact of these cuts is profound, especially for California. For FY 24, California’s crime victim services will receive $87 million, a drastic 43.7% REDUCTION from the $153.8 million allocation last year. This reduction in funding poses a serious threat to the availability and quality of support services for crime victims across the state. The rally was a powerful reminder of the importance of continued advocacy for sufficient VOCA funding. It is imperative that we, as a community, raise our voices to ensure that survivors receive the support they need and deserve. The cuts to VOCA funding are not just numbers on a spreadsheet—they represent real people whose lives and recovery are at stake. As we move forward, let us remain steadfast in our commitment to advocating for adequate funding and resources for all survivors. Last week in Sacramento: Federal cuts to VOCA funding remind us that we need to hold our elected officials accountable. There are many organizations that simply cannot function without this funding. In San Diego alone, Center for Community Solutions served over 13,000 survivors last year, providing safe housing, advocates, and much needed resources to people in their worst moments. The work they do is often life-saving. They do not deserve to be reduced to a line item that is in constant jeopardy of being cut. Supporting survivors supports communities.
