One of the best ways is using New Markets Tax Credits for affordable for-sale housing because it is patient, upfront capital. Take massive intensification to the failing malls. It's not that simple, due to leases, cross access easements and other indigenous issues to a multi-constitueny, but the last thing that should be an impediment to densifying mall sites is local governments... but it's usually the first problem.
If we want to do more than put a bandaid on the housing crisis, the next increment of development should be allowed by right, in every neighborhood across North America.
