New UK Government – Priorities for Energy See below my colleague @Julianne Antrobus’s (head of the PA UK Energy team) reflections on key priorities for the new Labour Government My take? Ed Miliband and the Labour Government have a golden opportunity to once again become a global leader in The Great Pivot to Net Zero (borrowing a phrase from Justine Burt) and make the UK a green energy superpower. I was part of Ed Miliband’s negotiation team when he led an impassioned attempt at COP 15 in Copenhagen 2009 to get a global deal. It failed, but paved the way for Paris 2015 (championed by the late great UK and EU climate negotiator Pete Betts). So I know that Ed Miliband gets it. Keeping your eye on the prize is hard in the clamour of voices trying to influence a new Government (and new Secretary of State). But from my perspective the key priorities should be: 1. Leverage proven policies and technologies to turbo-charge investment in net zero generation technologies (i.e. build on the astounding success of the CfD in raising billions of £s of private capital for offshore wind, onshore wind, solar, nuclear) a. An obvious and immediate step would be to increase the AR6 budgets b. My PA offshore wind team’s analysis suggests the current budget will only deliver c. 3-5GW offshore wind (see previous post) c. To get close to the 55-60GW offshore wind target we think the Government needs to contract for more like 6-8GW per year d. Reform of the planning regime is also needed - though the announcement on day 1 to scrap the moratorium on onshore wind is a good sign! 2. Networks – no transition without transmission – we need to enable efficient investment in a lot more grid connection at all levels. Coordination through the HND is important, but should not delay investment. 3. Balancing technologies – we need greater investment in long duration storage in particular (whether from hydrogen enabled CCGTs such as Germany seem to be planning, or compressed air or other thermal technologies) 4. Reform the market – REMA (or EMR 2.0 if you will) is needed to make our energy markets fit for the future. Steer clear of the Scylla and Charybdis of creating an economist’s nirvana of a perfect market or of protecting all the vested interests and incumbents at the expense of progress. 5. Innovation – ensure that policies continue to enable innovation (there is a lot of confusion in the public debate about how to enable innovation). 6. Building industries and creating jobs – building on existing policies to enable UK industries to thrive in the energy transition.
Reflecting on Labour’s landmark victory, there is a real sense of excitement and hope for the future of our nation. This momentous event signifies a pivotal shift in our nation’s political landscape, and it brings a host of opportunities for growth and transformation across all sectors. In his victory speech, the Prime Minister laid out a vision for “rebuilding Britain, brick by brick”— a vision for a future where every community thrives, the NHS is revitalised, and we all work together towards a more sustainable, secure, and prosperous future. With the election behind us, the focus will now shift to one of national renewal. However, the new Government faces significant challenges: doing more with less, boosting productivity, and driving place-based growth for better outcomes for people and planet. At PA Consulting, we have been delving into the areas that will define the UK’s future over the next decade.
