State Disaster Relief Fund: SDRF has been constituted under Section 48 (1) (a) of the Disaster Management Act, 2005. It was constituted based on the recommendations of the 13th Finance Commission. It is the primary fund available with the State governments for responses to notified disasters to meet expenditure for providing immediate relief. It is audited by the Comptroller and Auditor General of India (CAG) every year. Contribution: The Centre contributes 75% of the SDRF allocation for general category States and Union Territories and 90% for special category States and Union Territories (northeastern States, Sikkim, Uttarakhand, Himachal Pradesh, Jammu and Kashmir). Disasters Covered under SDRF: Cyclones, drought, earthquakes, fire, flood, tsunami, hailstorms, landslides, avalanches, cloudbursts, pest attacks, frost and cold waves. Local Disasters: A State Government may use up to 10% of the funds available under the SDRF for providing immediate relief to the victims of natural disasters that they consider to be ‘disasters’ within the local context in the State and which are not included in the notified list of disasters of the Ministry of Home Affairs. #UPSC #IAS

More than 150 dead in Vietnam as typhoon floods capital: The death toll of Typhoon Yagi has risen to 152 in Vietnam, according to government estimates, as one of the country’s largest rivers reaches its highest level in two decades, flooding the streets of Hanoi. By Wednesday, flood waters from the swollen Red River reached a metre high in parts of the capital, forcing some residents to navigate their neighbourhoods by boat. Thousands of people have evacuated from low-lying areas of the city and 10 of Hanoi’s 30 administrative districts are on “flood alert”, state media reported. Floods and landslides across northern Vietnam have been the main causes of death from the typhoon, the government said. “This is the worst flood I have seen,” Hanoi resident Tran Le Quyen told Reuters news agency. “It was dry yesterday morning. Now the entire street is flooded. We couldn’t sleep last night.” Yagi, which was initially categorised as a super typhoon – the equivalent of a category 5 hurricane – but later downgraded to a tropical depression, has continued to wreak havoc in Vietnam since making landfall on Saturday. It has been described as Asia’s most powerful typhoon this year. “My home is now part of the river,” Nguyen Van Hung, who lives in a neighbourhood on the banks of the Red River, told Reuters. An entire village in the northern Lao Cai province was swept away on Tuesday amid flash floods. At least 25 people have been confirmed dead, and hundreds of soldiers have been deployed to the village in search of those still missing. Authorities are also paying careful attention on a hydropower plant in the northwestern Yen Bai province, as a huge inflow of water into the reservoir surrounding the dam raises concerns that it may collapse. Deputy Minister for Agriculture and Rural Development Nguyen Hoang Hiep said on Wednesday that the hydropower plant is “safe”, but urged residents in the area to stay under shelter, as it may take up to two days for the water to recede to an “allowable level”. Yagi has left a trail of destruction in the country’s northern region over the past four days. On Monday, it collapsed a busy bridge, plunging ten cars and two scooters into the Red River. It also tore roofs from buildings, uprooted trees, and left widespread damage to infrastructure and factories in the north. Before hitting Vietnam, the typhoon left 24 people dead across southern China and the Philippines. Scientists have warned that as the world warms, typhoons can bring higher wind speeds and more intense rainfall, although the influence of climate change on individual storms is complicated. Fewer Vermonters applied for FEMA flood aid this year than in 2023. Could the need be higher? Advocates pointed to red tape, confusion over eligibility and mistrust of FEMA as reasons Vermonters may not have applied this year. FEMA emphasized its extensive outreach efforts. The Federal Emergency Management Agency has received 2,274 applications for aid connected to flooding in mid-July, far below the number it received for flooding a year earlier. The deadline to apply for Individual and Household Program aid for the 2024 flooding was Monday. FEMA data shows that of the Vermonters who applied to the program this year, about 1,547 of them have had their applications approved so far, totaling $8.7 million in aid. By comparison, more than 6,100 people applied to FEMA in 2023, and more than 3,600 had their applications approved, according to FEMA data. Lamoille, Caledonia and Washington counties had the most applications received and the most aid distributed thus far for the 2024 floods. The tally of this year’s approvals is likely to rise in the coming months as FEMA works through more complex aid requests and appeals. William Roy, the federal coordinating officer for both disasters, said a “handful” of applications are likely still left over from the 2023 floods, more than 16 months later. Borno State Flood Situation Report: IOM DTM Update 1 - 13 Sept. 2024 OVERVIEW The annual rainy season in Nigeria generally starts in April, with the highest concentration of rainfall between June and September. Between August and September 2024, hefty rains affected many LGAs in Borno State, resulting in significant flooding that has devastated various communities. Furthermore, on 9 September 2024, Maiduguri was affected by a massive flood due to the collapse of Alau dam in the neighbouring Konduga LGA of Borno State. The collapse of the dam, exacerbated the flooding in Maiduguri in addition to the continuous heavy rainfall. This marks the first time the Alau Dam has overflowed since 2012. The floods have caused extensive damage to infrastructure, crops, and shelters, severely affecting livelihoods and displacing many households. Climate variability and human-induced factors have exacerbated the flood recently, leading to increased displacement across Nigeria. Between 4 and 12 September 2024, the Displacement Tracking Matrix (DTM), in collaboration with the National Emergency Management Agency (NEMA), the Borno State Emergency Management Agency (BOSEMA), and the Nigerian Red Cross Society (NRCS), identified 138 locations in Borno State that were impacted by floods or received internally displaced persons (IDPs) due to the flooding. Through a network of key informants and field focal points, and in close coordination with other humanitarian partners and local authorities, DTM conducted assessments in these locations to provide insights to the humanitarian community on the affected population's primary needs, vulnerabilities, and mobility intentions. In the 19 local government areas (LGAs) of Borno State that were assessed, DTM identified 320,791 individuals in 65,731 households affected by the floods. These individuals included IDPs displaced by the floods and residents impacted by the floods but remained in their communities. The affected population included 157,274 displaced individuals and 108 returnees.

But that number is inverse for the majority of First Nations people, 90% of whom are living in high-risk flood areas. “At some point, you as insurers are going to have to start guiding development away from the highest-risk flood areas by saying no to coverage," says Tyrone McNeil, president and tribal chief with the Stó:lo Tribal Council in British Columbia. "And you’d be like-minded with us in that, because we want to promote resilience, promote nature-based solutions for those long-term strategies and actions that we’ll all benefit from.”
