What is the Tender Sweetspot 🧁 Following on from my Zag Daily column where I discussed why tenders are no longer fit for purpose, it was only fair that I share my thoughts on how to make them successful. This is the former NSW Government Roads and Traffic Authority Chief giving evidence to a parliamentary inquiry - yesterday - that Rozelle-style congestion induced by WestConnex is to be repeated shortly when the extension of WestConnex under the Harbour reaches Sydney's lower North Shore. My sense of vindication, having opposed WestConnex precisely because of this totally obvious and disastrous impact - denied by those who sponsored the project - grows exponentially though the Lord warns against pride and I usually take him seriously. Problem re pride: I also predicted here a month or so back that the next crisis point for congestion and chaos would be...the lower North Shore at the point now highlighted by the former RTA boss. This is not because I am a seer. This is because it was predictable and predicted by those of us without skin in the game. Look: the very premise of the price charged by Government to Transurban and thus passed on as tolling was that such new road capacity would over time fill up - 'requiring' new roads after that 'to fix' the new congestion problem created by the new roads etc ad nauseam. Problem: they fill up much quicker than is claimed because of the induced demand issue and cause chaos at points on the surface where they emerge. Governments need to review with total scepticism now any city road project which claims only benefits - 'travel time reduction' (for some, for a short period) and not the disadvantages and chaos(adding travel time to locals, wrecking places/communities). You do not have to be some kind of anti-road radical to recognise facts. You do have to prefer facts to fiction however. Final point: if the former RTA boss knows about the problems with this project, why did those promoting it not know, and those who helped create a 'flawed' business case(Booker-prize worthy). Our statement on today's dismal MTA board meeting: Today, we joined more than a hundred advocates and everyday New Yorkers who testified before the MTA Board in favor of immediately reinstating congestion pricing. We voiced our indignation over the decision to indefinitely pause the program, an emotion that swelled into anger at hearing from the MTA all the critical projects we are losing from the current capital plan as a result of that shortsighted decision. We were moments away from literal shovels in the ground on 2nd Ave. Subway Phase II work. Now that work, those union jobs, and those opportunities for overlooked commuters have just disappeared. We have no idea how many months or, more likely, years it will take to resume these projects, adding to costs unnecessarily and denying East Harlem the transit justice it has been owed for generations. And that is just the tip of the iceberg: Crucial accessibility improvements at 23 stations across the city. Electric buses that will reduce carbon emissions. Modern train cars and signals to update our aging train fleet and increase service. All these must wait. We hear a lot about a “promise” of funding, but it’s all vapor with no timeframe at this point. No alternative solution has yet been proposed to make up the $15 billion and environmental benefits that congestion pricing provides. Assessing contributions of passenger groups to public transportation crowding. New paper led by Anastasios Skoufas with Matej Cebecauer, Wilco Burghout and Oded Cats. On-board crowding in public transportation has a significant impact on passengers' travel experience. Knowledge of specific passenger groups' impact on the system facilitates more effective tuning of policy instruments such as new fare structures, dedicated public transportation services, infrastructure investments, and capacity provision. We propose a method to capture the crowding contributions from selected passenger groups by means of smart card data analytics. We apply the proposed method to the multimodal public transportation system of Region Stockholm, Sweden. We demonstrate the method for two groups: school students, and passengers traversing Stockholm's inner city. The commuter rail network, as well as some of the areas neighboring it, experience on average more than 70 % and 90 % utilization of their seating capacity during the AM peak, by school students and passengers traversing the inner city, respectively.
