The signature strike, a method of targeting people for death really based on their data profile. That data profile according to our model. Is the data profile of someone with a high probability of being a terrorist and then I kill you. And of course to build that data profile. You need data. And that comes from the surveillance apparatus. It comes from location data, checkpoint data, WhatsApp group data, all of this, right, It becomes a sort of guilt without evidence based on mass surveillance. That importantly, only actors with surveillance capacities can actually deploy, and it is a capacity of those who are surveilling that can be deployed on surveilled populations. It is not a universal technology that exists for everyone to use.
