In the recently held Maharashtra and Jharkhand assembly polls, the women -targeted welfare schemes aimed at providing Rs, 1000- Rs, 1500 per month to eligible beneficiaries have paid rich political dividends by helping reelect ruling parties in these states. As things stand today, 14 states now have income transfer schemes that cover roughly a fifth of India's adult female population, with an annualised spend of Rs 2 lakh crore. While the multiplier effect of government transfers, in terms of putting more money into the hands of households and stimulating private consumption expenditure cannot be overlooked,these payments should be ideally pegged at levels offering a modicum of protection against inflation without undermining or crowding-out incentives to work. Moreover, care must be taken to ensure cash transfers cannot be allowed to emerge as an alternative to building state capacity.
