Thanks for sharing this, Ruth! I completely agree with your sentiment, “Additionally, establishing a regulation doesn’t fix the issue that many mental health providers don’t take insurance and operate outside of many health plan networks due to historic low reimbursement. As we think about regulation as a solution, we need to make sure it holistically addresses the problem (and doesn't just add a layer of administrative burden to insurance companies and providers).” This issue extends to many other areas of health care and beyond. Regulation can be a *catalyst* for change, but regulation alone isn’t enough to indoctrinate and sustain change. We’ve seen this with VBC, drivers of health/SDOH, and many other instances in health care. We also see it in recent child welfare financing policy change. Frequently, regulation doesn’t take into account the significant business model changes required for success. You provide a great example of that in the mental health space with your quote included here.
