The panellists shared how early collaborations between academia, industry, and government laid the groundwork, including initiatives like specialised manpower development programmes and dedicated institutions. Highlights included Micron’s pioneering efforts, leveraging first-mover advantages, and collaborations like the Centre for Excellence at Pandit Deendayal Energy University (PDEU), supporting infrastructure, training, and skill development for over 1,000 students. They emphasised the collective role of stakeholders, the critical contributions of universities in talent development, and the importance of infrastructure for semiconductor transport and functionality. Discussions ranged from India’s shift from an import-centric approach to domestic manufacturing, the global collaborations with leaders like Taiwan, Japan, and Korea, to the necessity of comprehensive policies for localisation. Insights on tailored academic courses, the risk of brain drain, and India’s potential to account for 10% of global semiconductor consumption by 2030 underscored the importance of a holistic strategy for sustained growth in the semiconductor industry. The #CHIPS (Creating Helpful Incentives to Produce Semiconductors) and Science Act is a legislation passed by the US Congress in 2022, which aims to boost domestic production of semiconductors and related technologies. One key component of the act is the creation of regional hubs, which will be focused on promoting research, development, and commercialization of semiconductor technologies in specific regions of the US. In the Mid-Atlantic region, Penn State University has many neighboring universities that also hold a lot of semiconductor expertise. They complement each other and offer unique resources, skills, and strengths. Penn State has forged relationships with these universities over the years, and the CHIPS and Science Act offers a significant opportunity to build on these connections and take the lead in forming a Mid-Atlantic version of a regional semiconductor hub. Hubs like these are extremely important to the industry! One of the largest challenges startups face is R&D scale production. Having support from fabs to testing facilities can help bridge the valley of death for many of these companies. We need to close the gap between what the large corporations are able to accomplish and what is happening in low volume production. Increasing the knowledge base on advanced electronics packaging will be crucial and university support cannot be stressed enough. #chips #semiconductor #electronics
