India Drafts Liquid Waste Management Rules https://lnkd.in/g6Qc5dgS India’s Ministry of Environment, Forest and Climate Change has published the draft “Liquid Waste Management Rules, 2024” on 7 October 2024 and is seeking comments for 60 days. Based on the principle of Extended User Responsibility (EUR: Extended User Responsibility), coined after the Extended Producer Responsibility (EPR), the draft rules stipulate obligations such as registration and submission of annual returns for companies, public institutions, commercial establishments and residential areas that discharge wastewater. Depending on the industry, there is also the duty to reuse wastewater. Once promulgated, it is expected to enter into force on 1 October 2025.

Administrative services involve office administration, employment services, and business support, providing essential functions such as document preparation, temporary staffing, and business process outsourcing. On the other hand, the sector includes Waste Management and Remediation Services, involving the collection and disposal of diverse types of waste and remediation activities for contaminated sites. This industry plays a pivotal role in supporting the operations of other sectors by managing non-core functions and contributes to environmental sustainability through effective waste management and pollution control services.

This draft notification represents a major leap forward in managing India’s liquid waste. The new rules aim to boost wastewater treatment and reuse, setting targets—20% reuse by 2027 and 50% by 2030 for industries and large establishments. By promoting decentralized treatment systems, the framework hopes to reduce dependency on large plants and address local infrastructure gaps. However, challenges such as aligning different national missions, strengthening monitoring by pollution control boards, and ensuring public acceptance of treated water reuse still need attention. 🔔 Temporary Pause on New Waste Incineration Facilities 🔔 The UK Government has issued a ministerial direction to temporarily pause the determination of new waste incineration permit applications in England until 24th May 2024. This decision has been made to assess the role and necessity of future waste management facilities. The direction includes new Energy From Waste and Advanced Thermal Treatment facilities, irrespective of whether they have planning consent. Small, clinical and hazardous waste facilities are all excluded. This decision may seem somewhat counterintuitive, as typically the need for development is scrutinised during the planning phase, not permitting. The role of permitting is to ensure operational activities are tightly controlled to prevent any adverse environmental impacts. It's possible that recent events, such as the ongoing situation involving Steve Barclay MP (Defra) vs. the recently consented Medworth EfW CHP DCO, may have prompted this to leverage short-term local election gain. The Medworth EfW CHP DCO has received planning consent, but cannot operate until it is issued with an environmental permit. This case might explain why the government has chosen to target the permitting stage specifically. As of now, there are approximately ten sites that are directly affected and currently in a state of uncertainty.
