Impact of international student cap on student accommodation Vanessa Rader Head of Research Ray White Group The Australian Federal Government's proposed policy to cap international student numbers starting next year has ignited considerable debate within the education sector and property investors. This plan, which aims to redistribute international students across Australian institutions, sets a cap of 270,000 new enrolments. While this represents a 6.65 per cent decrease compared to the year to May 2024 figures, it still surpasses the numbers recorded in 2023 and pre-COVID highs in 2020, which were below 250,000. Over the past two decades, international student commencements have grown steadily, averaging an annual increase of 9.57 per cent. This growth culminated in record-high enrolment numbers, peaking at over 810,000 students this year. The new distribution policy, while potentially challenging for some universities, could offer short-term relief to the strained housing market. Top universities seek clarity on international student caps The latest indicative figures suggest Australia’s top ranking universities are set to lose a significant share of international students under the government’s proposed scheme to introduce caps for individual universities in a bid to overhaul the national higher education system. Leading institutions such as the University of Sydney and the University of Melbourne, for example, will each have their enrolment limits for international students in 2025 reduced by 7% – to 11,900 and 9,300 international students respectively. The Australian Financial Review reports that the Government’s planned international student caps – not yet passed Parliament – are already sending prospective international students to look elsewhere for their education or put their education plans on hold, according to a study of 6000 perspective students by IDP Education Ltd. The report found Canada recorded the highest rate of student decliners – those going elsewhere after originally intending to study in the country – followed by Australia. “[I]t is not just about the policy environment,” said IDP chief Simon Emmett, “it’s the message that’s been sent.
