Suspicious Activity Reports (SARS) Annual Statistical Report:
The UK Financial Intelligence Unit (UKFIU) of the National Crime Agency (NCA) has published its annual report for the period April 2022 to March 2023.
The total number of SARs received in the year to March 2023 stood at c860,000, down 5% from the previous year of c900,000, due mainly to a reduction in SARs from high street banks.
Across the sectors, the highest number of SARs were from banks, with c560,000 reports (65% of the total), whilst reports from independent legal professionals stood at just over 2500 (0.3%), accountants and tax advisers at just over 6000 reports (0.7%), and with the lowest number of reports from Trust/Company service providers at 64 reports (0.1%). Conversely, other financial/credit institutions have substantially increased their reporting within the past couple of years, potentially indicating a trend in that direction.
The number of Defence Against Money Laundering (DAML) requests (where consent is sought from the NCA to permit a transaction/activity to proceed) also decreased, due mainly to changes in legislation. However, despite the number of DAML SARs decreasing, the number of cases where a DAML was refused and assets were restrained increased significantly, by 37%. This led to £272.7m being denied to suspected criminals, and it is of note that in the last two years, more funds were denied through DAMLs (c£560 million) than in the previous 6 years combined (c£500 million). This is said to represent a “step change” in the effectiveness of ‘asset denial’ linked to SARs.
According to the UKFIU’s Deputy Director, the increased investment in technology, illustrated by the use for the first time of the new SAR portal and also the on-boarding of major SAR reporters to the new bulk API technology, has materially helped to improve the quality and utility of SARs. In addition, the unit has also substantially increased its numbers of staff and its training of staff and of reporters, and also increased the information and assistance it makes available to the industry sectors in general, and will continue to do so going forward.
Accordingly, watch this space!
