The #MCAA France Chapter supports the joint statement signed by several French Universities' Deans, concerning the new French immigration law. Many MCAA fellows went through the process of getting a VISA to contribute, through their research, to the advancement of education, culture and science in the EU. The process should not be a burden, but thourough and as transparent and equal as possible. We share the concerns of the whole civil society and of the academic community in particular, pointing out that this is not a National issue rather an European and Universal subject. "These measures, unworthy of our country, seriously endanger the strategy of attractiveness of French higher education and research, and harm the ambition of making our country a major player in international scientific and cultural diplomacy." #immigrationlaw #research #EU https://lnkd.in/ekbU3tid

The Quebec government has introduced legislation (Bill 74) to allow it to limit the number of international students admitted to the various universities and colleges in the province. According to the sponsoring minister, Jean-François Roberge, limits are needed because the sharp rise in foreign students has placed undue pressure on Quebec's public services. Claiming that some cases have got out of control, he gave the example of a private college that has seen a 1392% increase in admissions in less than 2 years. To be admitted to that college, the students had to obtain a 'certificat d'acceptation' from the immigration department. Faced with such an increase in admissions to a single institution, immigration officials could have suggested that the education department ask that college, and others that raised similar flags, to justify the increase. Perhaps they did, but their advice was not heeded. Instead of dialogue and negotiation, postsecondary institutions will be subject to regulatory decisions on admission targets that could be politically motivated. They have been caught in a failing of migration governance - in which the federal government is also implicated in a major way - and are pawns in the tensions between 'us' and 'them' that the CAQ government continues to foment.
