Saudi Arabia Advances Maritime Professionalism with Competency Exams Shipping Arabia, June 2, 2024 — In a strategic move to elevate maritime standards, the Transport General Authority (TGA) of Saudi Arabia recently conducted a comprehensive competency examination for Marine Engineer Officers. This significant initiative aligns with the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) 1978, underscoring the country's commitment to global maritime safety and efficiency standards. The latest round of exams saw 26 engineer officers participate, demonstrating the robust pre-qualification criteria set by the TGA which includes specialized marine training and substantial onboard experience. Participants who successfully navigate through the rigorous written and oral assessments are awarded a certificate of competency. This credential highlights their capabilities to undertake crucial roles within the maritime sector, emphasizing their preparedness to manage complex maritime operations. In the wake of significant port incidents like Baltimore’s Key Bridge, The USS Bonhomme Richard, Port Newark cargo Ship fire and the Spirit of Norfolk; having a firm grasp and understanding of the complexities of maritime incident response are vital to ports, municipalities, departments, and stakeholders alike. Last week I had the opportunity to attend Marine Firefighting Command School hosted by the Port of Virginia. Senior Director Bill Burkett put on an incredible program with industry leaders and subject matter experts across several maritime disciplines. Class participants received practical real-world experience operating on vessels and commanding maritime incidents in rapidly evolving format. Participants were also able to network with our federal partners and industry experts beginning those relationships now, as opposed to the heat of an incident. Truly awesome experience. This training should be a must for any jurisdiction that has the potential to respond to a port or maritime incident. A shipboard incident IS NOT a “high rise on its side” The Port of Virginias Maritime Incident Response Team (MIRT) is a model ports should strive to achieve. In addition to the potential loss of life a port/ marine incident poses there are profound economic repercussions that can ripple down a coast if incidents are not managed correctly, it’s not a matter of “if” but when an incident is going to occur in your port. Strive to be better – and take the training, for those of us that came up through the fire service – this is something different that you need to prepare for.

Maintenance issues can be difficult to detect due to their technical nature and are often not reported or addressed in accordance with the ship’s SMS. Operating while unaware of an equipment fault is a serious risk to crew, and the marine environment. It’s also risky business. Plan for it: avoid a breakdown. LEADERS from various international #maritime administrations agree that Standards of Training Certification and Watchkeeping (𝐒𝐓𝐂𝐖)-𝐫𝐞𝐥𝐚𝐭𝐞𝐝 𝐭𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐬𝐡𝐨𝐮𝐥𝐝 𝐛𝐞 𝐫𝐞𝐝𝐮𝐜𝐞𝐝 with a focus on skills applicable only to actual seafaring tasks. "We should modernize the skills and competencies under the #STCW training. Obsolete competencies that are no longer used onboard should be removed such as celestial navigation and flag signals. We are responsible [for their training] and should impart to them the right kind of skills to succeed in this profession. These should be skill-based and more applicable to the real-world situation on #ships," Capt. Mahyar Jokhi, gas manager of INTERTANKO, said, adding that too much training puts a lot of pressure on #seafarers.
