Colombia’s Tradeable Carbon Credits Colombia is tackling climate change. In 2018, it defined the greenhouse gas emission quota as a right that authorized its holder to emit a ton of CO2 or other greenhouse gas equivalent. Officially, the program is titled the National Program for Tradable Greenhouse Gas Emission Quotas (PNCTE). And now, the government has posted a draft regulation that will flesh out the details of the program – with rules that apply to the Ministry of Environment and Sustainable Development, to the agents regulated under the PNCTE, to the GHG mitigation initiatives carried out by agents other than those regulated that generate certificates of GHG emission reductions and/or removals that are eligible for the Program, and to the entities responsible for the implementation of the PNCTE. This program will establish and auction tradable GHG emission quotas and will grant quotas directly to regulated agents that comply with the agency’s requirements. The European Commission has recommended the bloc cut its net greenhouse gas (GHG) emissions by 90% by 2040 as it looks to become the first continent to reach net-zero emissions. In the three decades between 1990 and 2021, the EU27 have cut their emissions by 30%, according to the European Environment Agency, leaving them with half as long now to cut twice as much. The long-anticipated target was formally announced by the Commission to shape the EU's path after 2030 and ensure it meets the net-zero emissions by 2050 goal.
