Mineral Reporting Standards: PERC’s Role in CRIRSCO and Its Relevance to the European Mining Sector Modern society is heavily reliant on minerals to support current lifestyles and requires continued investment in the exploration, evaluation, development, and production of mineral raw materials. Potential investors and their advisors require reliable information to support decisions on investments in minerals projects. To address these needs, international guidelines and reporting standards have been developed. The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) is an international association of fifteen regional organisations from around the world, which promotes best standards in international minerals reporting. The Pan-European Reserves and Resources Reporting Committee (PERC), the European member of CRIRSCO, is an association of six Europe-based professional organisations, including the Geological Society of London (GSL). CRIRSCO-aligned reporting standards, such as the PERC Reporting Standard, are based on common principles, rules and guidance, and include sixteen common definitions of key terms. A description of the CRIRSCO International Reporting Template, which provides the basis for the development and periodic updating of individual standards such as the PERC Reporting Standard, is provided. The different elements of the 2019 version of the CRIRSCO Template are described, together with a discussion of changes and additions made in the PERC Reporting Standard 2021 which is based on it. The need for continual development and enhancement of the CRIRSCO-aligned standards to address investor concerns such as the need for information on the environmental, social and governance (ESG) aspects of mineral projects, as well as greater rigour in defining competency requirements, is discussed. Reference is also made to the United Nations Framework Classification for Resources (UNFC) and its relationship with the CRIRSCO-aligned standards, including the proposed use of the UNFC in the European Union’s Critical Raw Materials Act (CRMA) and how the two systems could be used in a complementary manner to support the needs of both governments and investors in mineral companies https://lnkd.in/ee4ju3Xp

KABIL To Advance India’s Critical Mineral Supply Chain KABIL is actively pursuing overseas assets in critical minerals such as lithium (Li) and cobalt (Co), and significant projects are underway in Argentina, Australia, and Chile. Khanij Bidesh India Ltd. (KABIL) has been established as a joint venture with equity contributions from three Central Public Sector Enterprises: National Aluminium Company Ltd., Hindustan Copper Ltd., and Mineral Exploration and Consultancy Ltd. KABIL’s mission is to secure a reliable supply of strategic minerals for Indian industries by identifying, exploring, acquiring, developing, mining, processing, procuring, and selling these minerals abroad. KABIL is actively pursuing overseas assets in critical minerals such as lithium (Li) and cobalt (Co), and significant projects are underway in Argentina, Australia, and Chile. In Argentina, KABIL has secured exclusive exploration rights for lithium in Catamarca Province through a contract with a State-owned company. In Australia, KABIL has signed a Memorandum of Understanding (MoU) with the Critical Mineral Office (CMO) of the Department of Industry, Science and Resources (DISER) to conduct joint due diligence and make investments in lithium and cobalt mining assets. KABIL has also entered into a non-disclosure agreement (NDA) with Chile’s state-owned ENAMI to explore brine-type lithium blocks. Additionally, KABIL has submitted an expression of interest in response to the Government of Chile’s Request for Information (RFI) regarding lithium exploration, extraction, and processing projects. The company is exploring further investments in critical minerals globally. It has signed non-disclosure agreements with various international firms to evaluate potential projects. The Minerals Security Partnership (MSP), comprising countries such as Australia, Canada, India, and others, aims to advance sustainable critical energy minerals supply chains through financial and diplomatic support for strategic projects. MSP partners are committed to projects that adhere to rigorous environmental, social, and governance (ESG) standards, promote local value addition, and support global clean energy transitions, ensuring that all projects meet high ESG criteria throughout their lifecycle. Metalkol Enters Copper Mark for Sustainable Production in the DRC Eurasian Resources Group’s (ERG) Metalkol operation in the Democratic Republic of Congo (DRC) has officially embarked on the Copper Mark assurance process, following the signing of a letter of commitment on September 12. The Copper Mark, established in 2020, is an assurance framework designed to promote responsible sourcing and production within the copper, nickel, molybdenum, and zinc value chains. The assurance process is voluntary, transparent, and independent, involving evaluations by approved third-party assessors to verify Metalkol’s compliance with rigorous standards for responsible production practices. By participating in this process, Metalkol aims to demonstrate its commitment to sustainable and responsible operations, aligning with the Organisation for Economic Cooperation and Development’s (OECD) Due Diligence Guidance for Responsible Supply Chains of Minerals. “Metalkol is the first tailings reprocessing site to commit to the Copper Mark assurance process,” stated Copper Mark Executive Director Michèle Brülhart on October 15. “Reprocessing mine waste is essential for minimizing long-term site impacts and maximizing production efficiency.” ERG Africa CEO Nicolas Treand highlighted the acceptance of Metalkol into the Copper Mark program as a significant achievement for ERG in Africa and the broader ERG group. “This process reflects our commitment to the highest sustainability standards and supports the responsible development of the DRC’s mining sector, which is critical to the country’s future.” https://lnkd.in/dr4MbjCj #Mining #MiningIndustry

Taranis was again mentioned in a Northern Miner article in a sobering overview of the B.C. Exploration sector. "Exploration spending in British Columbia is down by more than 45% since 2022, the biggest drop of any jurisdiction in Canada, PearTree Financial managing director Kendra Johnston said at the Energy Transition Metals Summit in Washington, D.C. in April". The Government's take on the same issue? During Premier Eby’s announcement at the Association of Mineral Explorers annual conference [January 2024], he shared exploration expenditures and mine production numbers for 2023, "reaffirming another strong year for B.C.’s mining and mineral exploration sector. U.S. AND CANADA INTENSIFY COLLABORATION IN SECURING CRITICAL MINERAL SUPPLY CHAINS The United States and Canada, in a bid to enhance national security and foster economic growth, have been harmonizing efforts to strengthen supply chains for critical minerals and precious metals. In May 2024, both governments ventured into a historic co-investment scheme dedicated to critical mineral producers. A watershed moment, the initiative underscores the shared resolve to augment regional supplies of these vital resources. The Canada-U.S. Joint Action Plan on Critical Minerals and the Canadian Critical Minerals Strategy are guiding this collaboration.  In this accord, the joint action plan encourages bilateral interests in securing critical minerals supply chains. While exact figures on U.S. investments in Canadian critical mineral projects are difficult to quantify, it is clear that there has been substantial interest from U.S. companies and government agencies. Some notable examples include: Lithium: Albemarle Corporation, a major U.S.-based lithium producer, has invested in Canadian lithium mining projects.   Cobalt: Several U.S. companies have expressed interest in investing in Canadian cobalt projects, driven by the growing demand for this metal in electric vehicle batteries. Nickel: Nickel is another critical mineral for electric vehicle batteries, and there have been investments in Canadian nickel projects by U.S. companies The U.S. Department of Defense is central to this partnership, having already injected $14.7 million to reinforce North American critical mineral production. Fortune Minerals Limited and Lomiko Metals were recipients of funds amounting to $6.4 million and $8.3 million respectively. (Canada's investment was $7.5 million and $4.9 million) This is the first time the two countries have made such co-investments, suggesting this could be the beginning of a new trend. The alliance between the U.S. and Canada on critical mineral supply chains is a continually evolving enterprise. The U.S. military announced in March 2023 its intentions to finance critical mineral ventures in both nations. Furthermore, the joint efforts of the U.S. and Canada are targeted towards securing an unswerving supply chain for these precious resources in the future which are vitally needed in electric vehicles, renewable energy, and defense industries. By reinforcing mutual financial aid and aligning strategic plans, both nations aspire to mitigate foreign dependencies and consolidate their economic bonds while enhancing their strategic position in the global market for critical minerals and precious metals. The escalating demand for resources underscores the importance of cross-border collaboration and these collaborative strategies could serve as a model for other nations seeking to enhance resource security and sustainability.

Exploration is the first step needed to increase the supply of critical minerals. However, domestic exploration faces financial challenges such as limited access to affordable capital and minimal growth in exploration budgets. Ukraine and the USA signed a memorandum on cooperation in the sector of critical minerals 🇺🇦🇺🇸 The governments of Ukraine and the United States have signed a Memorandum of Understanding on cooperation to strengthen critical mineral resources supply chains for energy, national security and economic development. 23 out of 50 minerals identified by the USA as critical are located on the territory of our country. Their exploration, extraction and processing require significant investments and advanced environmentally friendly technologies. According to the Memorandum, the participants will exchange information and expertise on best practices that will contribute to increasing the competitiveness of the mining sector. The document provides for the analysis of the raw material base, the promotion of attracting investment in exploration, extraction, processing and recycling, which will correspond to the best global practices in compliance with ESG standards. Support for priority projects is intended to contribute to the development of safe, sustainable and responsible supply chains of critical minerals to global markets. Among other things, the Memorandum contains clauses on the distribution by the United States of information regarding potential investments in mining projects in Ukraine among US companies and members of the Minerals Security Partnership Forum. It is obvious that the successful implementation of the Memorandum measures will depend on the high-quality performance of our homework, which involves (i) providing free access to information about reserves of titanium, lithium and a number of other minerals, (ii) conducting international bidding rounds, providing access to the data room with a comprehensive description of mining business opportunities, (iii) implementation of financial and economic incentives, ensuring efficiant access to land parcels to stimulate the development of mining and beneficiation projects in Ukraine.

The ‘great new game’ of jockeying for #criticalminerals supply dominance is intensiftying. #energysecurity, #economicsecurity and #militarysecurity are all impacted, making the race for critical minerals incredibly strategic. China is ahead, with dominant #mining and refining positions, and the US/EU are playing catchup. In this context, it isn’t surprising that Joe Biden was in the DRC a few days ago and that the Lobito Corridor is a major focus. Artisanal mining is a strategic opportunity for locking up critical minerals supply. Millions of miners produce critical minerals ranging from #copper and #cobalt through to #rareearths and #lithium. Formalization, involving transitions to stable predictable business relationships where miners are equipped, trained and shifted to good practices multiplies productivity by 2X, 3X or even 5X depending on the details. Formalization requires investment.
