Wow – OSHA has just released its first arc-flash guidance update in almost 20 years! A huge congratulations to Scott Margolin and the Partnership for Electrical Safety for their critical role in driving this progress. The updated guidance provides detailed instructions for employers and workers, focusing on the two leading causes of arc-flash injuries and fatalities: 1.  Misclassifying work as deenergized without proper lockout/tagout (LOTO) procedures, leaving workers without adequate PPE. 2.  The dangerous myth that low voltage (e.g., 120/208, 277) isn’t hazardous, which has led to unnecessary energized work without proper justification or protection. For clarity, these new guidelines are excellent (emphasis added) and give you valuable information on how to protect worker from arc flash, which is covered under OSHA’s electrical safety related work practice regulations that have been in effect almost 35 years. There has been no rule changes, rather interpretations as how to apply the newer 70E voluntary standards, which addresses the arc flash hazard and how to protect employees from the hazard. The final rule utilized the most current edition of 70E at the time of the rule making, which was the NFPA 70E-1983 edition. The interpretation letter linked below to ORC… (that I helped draft) details policy that may help some understand the relationship between NFPA 70E and OSHA general industry electrical regulations. That said, consensus standards are updated regularly and often provide greater details and sometimes better guidance regarding a subject matter than an older OSHA standard. I always recommend applying best practices that provide greater levels of safety versus just doing the minimum OSHA requirements. OSHA is supposed to be the enforcer for Arc Flash Studies conducted using CSA Z462 in Canada.
