Bougainville's Panguna copper mine redevelopment requires major investment Reopening the Panguna copper mine in Papua New Guinea would require billions of dollars in new investment, according to Bougainville Copper Limited chairman Sir Melchior Togolo. Speaking at the Papua New Guinea Resources Summit, Togolo stated that despite Panguna being one of the world's largest open copper mines during its operations between 1972 and 1989, potential redevelopment would involve significant initial capital costs. However, he suggested a smaller initial operation could be feasible, expanding as production becomes established. It’s encouraging to see the interest that this project has drawn locally and globally. The truth is that the Northern limb of the Copperbelt has been known to have deep seated high grade structures for many years. Konkola Deep is one of them and so is Lubambe. Most of them are open ended and the limit is the international boundary with the DRC. On ZCCM IH I believe it needs to streamline it’s strategy. ZCCM IH actually has all the geological data it inherited from the parent ZCCM Ltd. A few of us worked hard to preserve the technical data in Kalulushi at the Techical Services Library and core shed with the late Librarian Justin Chileshe. Companies like FQM piggy backed on ZCCM IH with a small Mkt Cap then. ZCCM IH’s Market Cap is still below $200M and FQM’s has grown to $8B with an enterprise value of $16B. Clearly something is not right here. On the other hand our stock exchange LuSE is quite illiquid and most of the local institutional investors don’t participate in exploration and mining assets.This inevitably perpetuates the cycle of capital flight through repatriation of profits when assets like Lumwana are developed. Base Resources rocketed almost 90% as the mineral sands miner announced a merger with US-based Energy Fuels to create a global critical minerals business. Shareholders in Base will receive shares and a special dividend worth in total approximately A$0.302 (15.7p) per share, a premium of 188% to the last closing price. Two major investors in base (owning 26.5% and 24.8% of the shares on issue) have said they will vote in favour, said the statement. Development of world-class Toliara in Madagascar will be the group's focus, it added, with future monazite production from the project to be processed at Energy Fuels' operating White Mesa mill in the US. Base’s management will continue to oversee Toliara and the completion of operations and closure of Kwale operations in Kenya.
