A government audit has found that the Korea Institute of Industrial Technology (Kitech) issued 14 false and fabricated test results on hydrogen refueling equipment. Shockingly, 13 of these results were issued without any testing. These tests are critical for ensuring the safety and reliability of hydrogen hoses, which must withstand pressures of 700 bar and temperatures as low as -65°C. CompEx Technical Director, Paul Hague, recently penned his second column for the most recent Hazardex Media Group magazine. As we approach the first anniversary of the updated IEC 60079-17 standard, Paul reflects on its impact on inspection practices for hazardous area installations. Released in December 2023, the 6th Edition introduced updates designed to enhance safety, streamline inspections, and clarify roles and responsibilities. One notable update is the addition of a new inspection table for Ex ‘o’ (liquid immersion) protection type, offering inspectors clearer guidance for this equipment. The standard also moved advice on older installations to a more prominent position, serving as a reminder that applying modern standards retrospectively is not always appropriate. It reinforces the importance of aligning practices with the standards applicable when installations were originally designed and installed. The revised standard also emphasises the precedence of manufacturer documentation over part 17 in cases of conflict, a critical reminder to prioritise the specific conditions of use detailed in Ex-equipment certificates. Modern inspection technologies have been recognised too, encouraging tailored inspections that may be based on site-specific risks such as corrosive environments or a requirement from a manufacturer. This approach moves away from “one size fits all” checks, ensuring inspections are both efficient and relevant. Finally, changes to roles and competencies, as outlined in Annex B, highlight the need for skilled personnel. The removal of the term “Responsible Person” and the clarification of the Technical Person with Executive Function (TPEF) place technical management firmly at the heart of inspection and maintenance activities. The 𝐄𝐏𝐀 introduced Method 21, a stringent approach aimed at reducing the annual emissions of 40,000 tons of 𝐯𝐨𝐥𝐚𝐭𝐢𝐥𝐞 𝐨𝐫𝐠𝐚𝐧𝐢𝐜 𝐜𝐨𝐦𝐩𝐨𝐮𝐧𝐝𝐬 (𝐕𝐎𝐂𝐬) from compromised equipment at petroleum plants. 𝐄𝐏𝐀 Method 21 focuses on the detection of 𝐕𝐎𝐂 leaks in equipment such as valves, pumps, and compressors using specialised monitoring instruments. This method is crucial for ensuring safety and environmental compliance, as 𝐕𝐎𝐂 exposure can lead to significant health and fire hazards. Our innovative 𝐕𝐞𝐧𝐭-𝐋𝐞𝐬𝐬 𝐓𝐞𝐬𝐭 𝐁𝐞𝐧𝐜𝐡, complemented by 𝐎𝐩𝐭𝐢𝐜𝐚𝐥 𝐆𝐚𝐬 𝐈𝐦𝐚𝐠𝐢𝐧𝐠 (𝐎𝐆𝐈), is designed to support facilities in adhering to Method 21 standards, enhancing both efficiency and safety in emissions management. #epa #method21 #environmental #compliance #sustainability
