Back when I was a toxicologist for TCEQ, I served on a team to develop a risk-based inspection strategy (RBIS) to prioritize inspections for each region. Each team member used their own scoring methodology based on their area of expertise and all were aggregated to a single facility ranking. All companies have a risk ranking approach used in multiple disciplines in both reactive (e.g. incident investigations) and proactive (e.g. predictive maintenance). The prevalence and value of proactive strategies continue to increase will serve as pillars in environmental risk mitigation and sustainability strategies. Here are some elements to consider when developing a preventative maintenance strategy: · Mechanical integrity and reliability of equipment (age and total run hours) · Maintenance records to identify count and frequency of repair by equipment and component · Leak records from both required and proactive surveys · Emission profiles to include both criteria pollutants and GHG · Health impacts based on industrial hygiene and toxicological evaluations of air, water, and waste · Regulatory risk matrix identifying number of rules equipment are subject to for compliance · Economic data to include cost of maintenance, repairs, retrofits, upgrades, and/or total replacement Trending and analyzing such data will lead to initiatives to increase operational uptime, optimize maintenance plans, minimize profit loss, reduce regulatory and safety risks, and increase the likelihood of achieving NetZero goals. Also, doing so will drive innovation, protect a company’s license to operate, and further strengthen a sustainable future. #preventativemaintenance, #sustainability

The U.S. Chemical Safety and Hazard Investigation Board (CSB) announced that it is launching a new initiative to give the public more details about the serious chemical incidents that have been reported to the CSB since the agency’s Accidental Release Reporting Rule (ARRR) went into effect in March 2020. The CSB will be compiling summaries of reported incidents and making them available to the public on the CSB’s website on a regular basis. #ChemicalSafety #IncidentReporting #AccidentalRelease

There are a variety of rules that require the use of a LAP-approved laboratory. Our SCAQMD-approved methods and testing capabilities include: - South Coast AQMD Methods 1-4: Enabling precise measurement and analysis of air samples for accurate mass emission calculations. - South Coast AQMD Method 100.1: For analysis and reporting of pollutants including nitrogen oxides (NOx), carbon monoxide (CO), and sulfur dioxide (SO₂). - South Coast AQMD Method 25.1 (Sampling) and Method 25.3 (Sampling): Specialized volatile organic compound (VOC) testing methods ensure the highest levels of accuracy and compliance with regulatory standards. - South Coast AQMD Rule 462 Testing: Focused on VOC testing for emissions from vapor combustion units (VCU), incinerators, and vapor recovery units (VRUs) to support regulatory compliance for organic liquid loading terminals (such as bulk gasoline terminals and marine loading terminals).
