Often state and local governments, which are trying to provide access to an increasingly digital world, focus nearly exclusively on the physical technology. But a September National Bureau of Economic Research working paper  presents strong evidence that wide gaps in digital literacy extend way beyond “the availability of essential IT infrastructure at the local level,” according to a Management Update by Barrett and Greene Inc. Titled “The New Digital Divide,” the paper’s multiple authors analyzed a 2023 Microsoft dataset, and concluded that their findings call for “comprehensive strategies that address access usage and skills development.” For example, the paper finds that variance in usage correlates strongly with the urban-rural divide, levels of education and income, and age. According to the working paper, the data – collected by Microsoft during operating system updates – provides the fullest measure of the use of computing within US households that has been assembled to date. Attended a webinar titled "Connected Communities: Harnessing the Power of Digital Public Infrastructure" held on May 21, 2024. It was organized by ITU. Sharing the summary of points discussed: The speakers discussed the importance of digital public infrastructure (DPI) as a digital public good and its implementation. Vijay Mori, the moderator, introduced the topic and emphasized the need for sustained investment and development strategies, technical standards, and international cooperation. Pramod Varma, former chief architect for India Stack, explained the concept of DPIs as foundational elements for combinatorial innovation. The speakers highlighted the significant impact of DPI on formalization and inclusion, citing examples from India, Estonia, Brazil, and Thailand. They emphasized the importance of balancing innovation and inclusion and the need for a legal framework, access, interoperability, and digital identity for a digitized society and economy. Estonia's experience in developing digital public infrastructure was shared, and the concept of digital public goods was introduced as a subset of open source landscape that includes data, content, open standards, and open AI systems. Digital wallets were discussed as a crucial type of digital public infrastructure, and the importance of open source software and open standards was emphasized. The speakers also discussed the importance of identity management and interoperability, using the examples of India and Estonia. They emphasized the need for open standards, minimalism, context invariance, and ecosystem incentive alignment in building successful DPI. The debate around ownership and control of digital public infrastructure was raised, with questions about whether it belongs to the government, the company, or the individual.

Covid was devastating there were positive consequences to the trying times we all faced. That of the UK National Health Service (NHS) developing an ability to analyse and share highly sensitive health data for obvious reasons. They built multiple Trusted Research Environments (TRE) to allow carefully curated access to data for research to be conducted. This progressed a conversation to Secure Digital Environments (SDEs) as a concept which developed the thinking into provision of a national TRE. The National TRE is an SDE for all health data in the UK generated by the NHS to be accessed by any accredited researcher for any analysis they desire for the improvement of human health. This is quite a blog, not in amount of text but the potential for all humans: One giant step for secure data access https://buff.ly/3HPE2eU "Our TRE service proved invaluable in understanding the impact of COVID-19 and the efficacy of treatments, but it wasn’t scalable or flexible enough for the wider community of researchers who we want to support. Two and a half years later, we are evolving the service to become a national Secure Data Environment. The national SDE platform delivers an improved experience for users by introducing a virtual desktop that hosts powerful analysis and interrogation tools such as: 👍 Databricks - a collaborative analytics platform that supports SQL and Python languages for the analysis of big data in the cloud 👍 Rstudio - a data analysis tool for R, a programming language for statistical computing and graphics 👍 Gitlab, the code management and code version control tool, is also integrated with the national SDE and provides users with a secure, cloud-based repository to store and back-up versions of code when using Databricks and RStudio. It also allows approved users with the same data sharing agreement to work collaboratively with their colleagues in shared project folders. The national Secure Data Environment, with data security as its focus, will reduce the need for other similar national environments to be created elsewhere in the system. 🌟 Thrilled to announce the publication of our research paper in the International Journal of Computer Applications! 🌟 I'm excited to share that our paper "Grouped Matrix Clocks with Reduced Complexity for Distributed Synchronization" has been published in IJCA's December 2024 issue. (Volume 186 - Number 56) This work introduces a novel approach to distributed system synchronization that significantly reduces the space and communication overhead of traditional matrix clocks. By leveraging communication locality patterns and implementing a group-based architecture, our algorithm achieves a remarkable reduction in space complexity from Ω(N³) to Ω(N²) while maintaining powerful causality tracking capabilities. I want to extend my sincere thanks to my co-author Hasib Aslam. The implications of this work are particularly exciting for large-scale distributed systems, including: - Cloud computing environments - Peer-to-peer networks - Distributed databases - Systems with heterogeneous workloads Looking forward to expanding this research further and exploring applications in fault-tolerant and virtualized environments.
