I was excited to read LOE 3.3 on the internet in the just released NDIS Strategy 2025: “LOE 3.3 Facilitating International Industrial Collaboration Task Performance Metric(s)19 • Alleviating bottlenecks in Foreign Military Sales through FMS Tiger Team (TT) Continuing Process Improvement Board Estimated Completion FY 2026 • Streamline the FMS system and limit the touch points along the end-to-end acquisition and sustainment pipeline.” Can’t wait to see the reduction in at least a few of the 30-35 touch points in the current FMS process. Perhaps we can go from a 2 year cycle to one year? Before the “Annual” COG’s increase? Asking the industrial base i.e., small business manufacturing particularly to hold pricing until the LOA is signed two years later from orginal quote (on a good day) or fear the dreaded re-submission is killing small businesses. Talk about a dilemma. Damn if we do, damn if we don’t. Go FMS Tiger Team (TT) show us the results of your formation!! I did not see after reading through it twice, and I could have missed it, how we are addressing the lack of P1 US Flag Carrier Ports on the Continent of Africa. Maybe a discussion for a different forum, but I would think a priority. There are only so many airframes in the system.
