Despite the fact that sustainable built environment is valued and known for its capacity, capability, role, relevance and importance to change the quality of life of the occupants and communities; make people happy, healthy and more productive; minimise global warming, eliminate climate change, promote, energy efficiency; water efficiency; resource efficiency, reduce global carbon footprints; reduce waste, make cities /villages more livable, sustainable etc, still large majority of buildings in the country are being planned, designed, constructed, supervised and approved by persons who are not vested with any skill knowledge, understanding, qualification, experience in the art and science of planning, designing and construction of buildings. Nation and states should think about both short-term and long- term adverse circumstances and challenges these unsustainable buildings are going to cause to humanity, communities ,human settlements, states and nation. Parastatal agencies and Developmental agencies authorised to approve and manage built environment at state, regional and local level, must come out with an agenda to make the process more focussed, rational and realistic. Buildings have life span over decades, more than human living. Unsustainable buildings once created, will continue to cause environmental and resource havoc. Accordingly, for making building sector more sustainable and qualitative competency of the professionals authorised to undertake the various tasks related to built environment, need to be properly specified and defined based on skill required to undertake the task. In this context, National Building Code, 2015, needs to be reviewed, revised and redefined to rationalise the competency of various professionals in the domain of built environment and eliminate the engineering bias. How can any engineer be vested with high degree of competency in designing buildings, even more than that of a qualified Architect, when such professionals are not provided with any skill in their study curricula to design a buildings. Obviously biased , NBC tries to promote a culture of competency, not based on reasons and facts. Issue needs an objective discussion, deliberation and logical conclusion. Indian Architects Acts, 1972,has its role in creating a clear anomaly and dichotomy , because unlike other Acts, it segregates profession and practice. While safeguarding title, it does not vest practice of Architecture with Architects. Law is required to be looked at and anomaly created by segregating the title and practice needs to be appropriately addressed, based on the pattern followed in the case of Advocates Act; Medical Profession/Chartered Accountants Nation must look at the entire context of making buildings safe, sustainable, qualitative and supportive of environment and ecology, failing which it will be difficult for India to achieve the declared target of carbon neutrality by the year 2070.
