The new Growth and Skills Levy must end the 'cycle of policy failure' in addressing Britain's chronic skills shortages, according to the government thinktank Resolution Foundation, urging the government to get its design and implementation right if it is to boost the number of apprenticeships after years of decline and ensure that the Levy funds go to young people who need it most. The Foundation says that Britain's chronic skills shortages are underlined by the fact that the share of job vacancies caused by firms finding it hard to recruit people with the right skills or qualifications has more than doubled over the past decade from 16% in 2011 to 36% in 2022. The new Skills England approach rightly highlights the importance of strengthening career pathways to meet growing demand for skills from employers and young people. We welcome the emphasis on skills and clarity of direction that the new Skills England report sets out. Understanding the sectors of the future and the skills employers are looking for is a crucial part of modern careers education and we look forward to working with Skills England. Careers education is an important entry point to the skills system and there are many positives to build on. We know from our evidence that the better the careers education in schools, the more likely young people are to have relevant industry interests. We also know that young people are increasingly interested in skills pathways like apprenticeships. However, there is more to do, and that’s why we are on a mission to work with partners to make sure every young person has access to the best careers education. Rant incoming on the laziness and expectations of employers that individuals should be responsible for closing skills gaps in their business! Same old same old story going on for donkey years. I used to work in skills training and we heard this ALL THE TIME. Employers need to come up with a new story and take some responsibility. They rarely wanted / or still want to take people with potential and to train them. Employers mostly still ask for people pretty much doing the same job elsewhere instead of thinking about transferable skills or taking people from different sectors. They still mainly prioritise linear career paths. Sure apprenticeship route is great and all but not everything can and should be an apprentice. If organisations have skills gaps they need to step up and contribute to closing it instead of pushing it mostly back on individuals to go and get the training that will help THEIR ORGANISATION.

Why providers are struggling to recruit apprentices. Employer led is the way. An anecdote I know but this should never happen and would not have happened less than six years ago…. yesterday I was with the senior partner of a medium sized regional accountancy firm talking about a mutual client. Never miss the opportunity to talk about his business and apprenticeships. Simply asked if he recruited any and the answer was no. (The firm should have been taking at least 20 a year). His rationale was firstly no one rings him, he doesn’t really understand what is involved but the biggest issue he has as a business is recruiting staff. This is where it has all gone wrong. Providers focussed on learners and not generating the vacancies from the employers. This is one of many discussions I have every day and I’m not even in the apprenticeship market any more This is the typical organisation that providers should be actively engaged with.
