Azerbaijan, Armenia agree on 80% of peace treaty’s wording — President Aliyev "We are actively continuing negotiations, with almost 80% of the peace treaty paragraphs having been approved," the president noted BAKU, September 6/ Azerbaijan and Armenia have already agreed on almost 80% of the text’s wording of the bilateral peace treaty, Azerbaijani President Ilham Aliyev said on Friday. "We can achieve peace in the Southern Caucasus. It is reachable. The latest developments in the negotiation track between Azerbaijan and Armenia demonstrate that," Azerbaijan’s AzerTAg news agency quoted Aliyev as saying at the 50th International Cernobbio Forum in Italy. "We are actively continuing negotiations, with almost 80% of the peace treaty paragraphs having been approved," the president continued. "We have already started the border delimitation process, and not only delimitation but also demarcation," Aliyev noted. "Yes, it’s a first small step." "Only about 13 kilometers [over eight miles] of our border, which is more than 1,000 kilometers [some 621 miles]. But it is a step in the right direction and we hope that Azerbaijan’s initiative to start peace negotiations will result in a peace treaty," he added. #business #finance #financialservices

Yerevan, Baku committed to agreements reached earlier — Pashinyan Nikol Pashinyan has said that following this meeting it was agreed that foreign ministers of the two countries would meet soon Armenian Prime Minister Nikol Pashinyan has said that one of the key results of his meeting with President of Azerbaijan Ilham Aliyev on Saturday was the fact that the sides reiterated commitment to agreements reached earlier. "An important issue was on the table - whether the sides confirmed the agreements that were reached earlier in Prague and Brussels. Summing up the results, it is safe to state that the sides remain committed to those agreements," the head of Armenia’s cabinet said at a meeting with representatives of the Armenian diaspora in Germany. "We reached an agreement with President Aliyev that foreign ministers of Armenia and Azerbaijan will meet shortly, after which another meeting of the commission on demarcation and delimitation of the boundary between the countries will also be held," Pashinyan added. If the agreements reached are observed, their implementation will facilitate easing of tensions on the border, he noted. "On our part we are determined to stick to those agreements. The meeting of foreign ministers is to be devoted to discussion and further approval of the text of the peace treaty. A number of points of the peace treaty have been agreed on, though there are such [points] that are of fundamental importance, which have not been approved yet, and the work in this direction should be in progress," the prime minister concluded. #business #finance #financialservices

The first issue is that new “homework” elements are being added on the way, and some old “skeletons” reappear repeatedly and are being brought to daylight at the very last minute. Armenia optimistic about imminent peace deal following recent talks #bne #bneEditorsPicks #Armenia #Azerbaijan The Armenian government remains hopeful of a peace deal with Azerbaijan, following recent talks between Armenian Prime Minister Nikol Pashinyan and President Ilham Aliyev in Kazan. Arayik Harutyunyan, Pashinyan's chief of staff, echoed the premier's claims that some 80-90% of the draft peace treaty had progressed, describing recent meetings as "positive in terms of dialogue". He expressed confidence that an agreement could be reached soon, as both countries have instructed their foreign ministers to accelerate negotiations on a treaty on "peace and interstate relations". "Undoubtedly, we want all these processes that have been initiated and the signing of a peace agreement to become a reality in the near future. I think such contacts are useful," said Harutiunyan. While Armenia favours signing on the basis of points already agreed and leaving aside unresolved issues, Baku has resisted this approach, insisting on a fully-fledged agreement – in particular, recognition of Azerbaijan's sovereignty over Nagorno-Karabakh and amendments to the Armenian constitution, which still contains references to Nagorno-Karabakh. However, according to RFE/RL's Armenian Service sources, Pashinyan and Armenian Foreign Minister Ararat Mirzoyan told their political allies on 25 October that some progress had been made in Kazan on points of the draft treaty where the sides remain at odds. Despite recent optimism, the peace process has been plagued by periodic setbacks and shifting positions in recent months. On 4 October, during a speech in Jabrayil, Aliyev appeared to put the talks on hold by warning Armenia not to rearm to reverse its losses in 2020.

Baku, Yerevan may finalize peace treaty in few months — Azerbaijani president At the same time, Ilham Aliyev emphasized that the peace agreement can be signed only if Armenia changes its constitution BAKU, July 1/ Azerbaijan and Armenia may finalize the text of a peace treaty within a few months, Azerbaijani President Ilham Aliyev said while accepting the credentials of Canada's new ambassador to the country, Kevin Hamilton. "I think we can finalize the text of the peace treaty, at least its basic principles, within a few months. I note that during the occupation, the plan of the mediators (OSCE Minsk Group - TASS) was to come to an agreement on the basic principles, called the Madrid Principles. They were to be initialed and then a text was to be drawn up. We believe that this could be an option - to agree on the basic principles, initial them and then work on the text [of the peace treaty]," Aliyev said as quoted on the president’s website. At the same time, the Azerbaijani leader emphasized that the peace agreement can be signed only if Armenia changes its constitution. "The main condition [for signing] the peace agreement is to change Armenia's constitution, because it contains territorial claims against Azerbaijan. Resumption of Japan-Russia peace treaty talks currently impossible, expert says Michito Tsuruoka admitted that current Japanese Prime Minister Fumio Kishida was far less personally interested in it than late ex-Prime Minister Shinzo Abe March 6/ The likelihood of a resumption of Japan-Russia peace treaty talks currently equals zero, Michito Tsuruoka, associate professor at Japan’s Keio University, said. "The likelihood that talks on a peace treaty and jurisdiction over the Northern Territories (the name given to the southern part of Russia’s Kuril islands in Japan - TASS) will continue currently equals zero," he pointed out at a briefing at the Foreign Correspondents' Club of Japan in Tokyo. Commenting on the Japanese authorities’ attitude to the issue of a peace treaty and "the Northern Territories," the expert admitted that current Japanese Prime Minister Fumio Kishida was far less personally interested in it than late ex-Prime Minister Shinzo Abe, one of whose foreign policy priorities was to improve relations with Moscow to resolve the territorial dispute and make a peace treaty. From the mid-20th century until their recent suspension, Moscow and Tokyo had been holding talks in an attempt to hammer out a peace treaty as a follow-up to fighting between the two countries at the tail end of World War II. The issue of the southern Kuril Islands has perennially remained the key sticking point in such talks, however. In 1945, jurisdiction over the entire archipelago was awarded to the Soviet Union. Tokyo, however, laid claim to the islands of Iturup, Kunashir and Shikotan, and a group of uninhabited islands. The Russian Foreign Ministry has repeatedly stated that Moscow’s sovereignty over the islands is enshrined in international law and cannot be called into question. In March 2022, Moscow suspended peace treaty talks with Tokyo following Japan’s move to impose unilateral sanctions on Russia due to the situation in Ukraine. Russia also pulled out of dialogue on joint economic activities on the southern Kuril islands and blocked the extension of Japan’s status as sectoral dialogue partner in the Black Sea Economic Cooperation Organization. #business #finance #financialservices

Russia-North Korea treaty to take effect after exchange of ratification documents — MFA According to Maria Zakharova, the treaty contains the basic principles for the further development of Russia-North Korea relations aimed at boosting partnership and strategic cooperation MOSCOW, October 26/ The Treaty on Comprehensive Strategic Partnership between Moscow and Pyongyang will take effect once the parties exchange ratifications, Russian Foreign Ministry Spokeswoman Maria Zakharova said in a statement. "The signing of the document stems naturally from the traditional relations of fraternal friendship and comprehensive cooperation between the two countries, which have reached a never-before-seen level," the statement reads. "The exchange of ratification documents will be the final stage of the ratification process; this is when the Russia-North Korea treaty will take legal effect. The term of the treaty is of indefinite duration," Zakharova added. According to her, the treaty contains the basic principles for the further development of Russia-North Korea relations aimed at boosting partnership and strategic cooperation on a wide range of issues that the two countries see as priorities, as well as at building a just international system. "Notably, the document is non-confrontational and defensive in nature as it’s not directed against the interests of third countries but at maintaining stability in Northeast Asia," the diplomat added.
