It's day two of Singapore International Water Week (SIWW). FIDO's Victoria Edwards and Joshua Elliott are around to hear about innovation in water. Today we're thinking a lot about collaboration. The world's water crisis can only be overcome through unconventional partnerships. This message is for all of us: utilities, world leaders, entrepreneurs, corporations, and communities. I am very pleased to be invited to give a key-note presentation in the regulator-industry workshop in Bruxelles next week: Upcoming challenges to contaminated sites management and possible policy responses One consequence of the risk-based approach was that contaminated land management changed from being finite assignment more towards a continuous operation and monitoring task. In this regard, distinguishing between CLM in different legal regimes is essential, as the objective may differ between different instances of liability. The aim of integrating CLM into broader policy agendas such as healthy soils may broaden program benefits, but it also complicates solutions further. Non-targets analyses and an increasing amount of investigation data overloads our current risk assessment procedures and we end misusing our resources. The distinction between point source, diffuse source, anthropogenic and natural background level is becoming unclear, as well as where our meaningful focus should be. The legal precautionary principle is compounded through our iterative approach in investigations and risk assessment. All these factors contribute to the task of contaminated land management expanding towards the unmanageable. The precautionary principle needs to be balanced with supplementary legal principles such as considerations of general sustainability, the desire for a circular economy, total toxicological exposure, and proportionality. Some of these legal principles may arise from the coming SML. These however will not be sufficient. We will also need to expand our toolbox for handling big data and prioritization across substances and pathways. We will not be able to reduce the new level of complexity we have introduced, but we will be able to manage it.
