#TeamSPB is proud to announce that the Louisiana Public Facilities Authority's $1.33 billion financing for the I-10 Calcasieu River Bridge replacement project was named the Public Private Partnership finalist in the Deal of the Year award by the Bond Buyer! Squire Patton Boggs was lead counsel to the design build joint venture for the project, and played a critical role in the development of the public support for the project. The project is a collaboration between Louisiana Department of Transportation and Development and Calcasieu Bridge Partners. The project employs an availability-payment structure, minimizing financial risk for the state. Supported by toll revenues and private capital, this critical infrastructure deal creates a model for public-private partnerships in addressing complex transportation needs. Public-Private Partnership (P3) legislation in Georgia has been a game-changer over the years, creating new pathways for transportation infrastructure project delivery and financing. The project team for the express lanes on I-285 has been conducting pre-procurement activities to determine how best to deliver the proposed I-285 East Express Lanes and I-285 West Express Lanes. The team has chosen to utilize alternative contracting methods (ACM) following State Transportation Board approval earlier this month. We expect the use of ACMs to spur even greater competitive interest in the P3 market as we advance the multi-phase development of express lanes on I-285. Michael appreciate your leadership. The issue is however much more dire for Marylander’s and our local economy. We exist in a state that ranks 48th in private business appeal…..why in a state so cumbersome with governmental oversight, red tape and control can we not even have a functioning, funded and frankly robust and efficient infrastructure. Marylander’s sit idle in traffic wasting their time and money more than any other citizens across this country…..it is as if folks don’t want our roads used or people are interested in dictating where citizens live. We need new roads, new bridges, a commitment to infrastructure so our working citizens can get through their days without losing their minds, or being forced onto a redline, a purple line or any line……VA, NC and many other surrounding states continue to dominate us in infrastructure, but also business friendliness…..you’d think more taxes, more burdens - better roads…..does not seem to be the case. As citizens we need to demand less studying and more doing for our roads/bridges and commutes…

Project scenario: A new toll road north of Brisbane is to be delivered by the Queensland Government under a PPP arrangement. The PPP proponent is responsible for the new toll road's design, construction, financing, operations, and maintenance. The construction approach will be a fixed price, design & construct contract model. And... there is only limited geotechnical analysis available to constructors and there is no reliable information on the location of utilities. And... at the time of tender for construction works, the Bureau of Meteorology forecasts an El Nina event over the next 12 months. But wait... there's more... there’s a sharp downturn in global financial markets with talks of a global recession. Deal or no deal?
