Residential Assisted Living Facilities are a type of residential housing specifically designed for older adults who need assistance with daily activities, but not to the extent that requires a nursing home. They typically look like your average house in an average neighborhood. You may have one near your home and not know it. Also called Board and Care, they can go by a number of different acronyms, for example in California they are called a RCFE and are licensed up to 6 beds. In Arizona they're typically called a RAL and are licensed up to 10 beds. Most larger facilities would fall into commercial zoning and regulations. How much local, state, and federal funding, tax credits, or other government benefits or incentives did the project receive? 2. What is the affordability period for each project? Is the affordability period permanent and in perpetuity? 3. What guarantees exist have your local, state, and federal government officials obtained in writing that rents will not go up or that tenants will not be displaced or evicted after the "affordability period expires? It's truly inspiring to witness the unwavering dedication of our City of Rochester, MN team, both elected and appointed, recognized in various ways (like this article) in their pursuit of excellence! Their 6-year planning effort to modernize the Land Development Manual, a document in place since 1995, was a testament to their commitment. This endeavor involved extensive public engagement, outreach, feedback, and a 4-hour final public hearing, culminating in a number of reasonable amendments by the Council. Their commitment to annual review and small incremental updates to the new UDC ensures it never becomes outdated. It provides design standards that make it clear to those looking to develop what they should expect and provides clarity for existing and future neighbors what they can expect as to the form and function of a new development. I couldn't agree more with this comment in the STrib comments for this article: "I'm Glad Rochester has taken a broad-minded approach. That city is very important to the future of Minnesota."
