Grap 4 restrictions in Delhi due to Severe air pollution, Check What's allowed and what's not Beginning at 8 a.m. on November 18, 2024, the Commission for Air Quality Management (CAQM) in Delhi-NCR carries out the Stage-lV ('Severe+' Air Quality) actions of the updated Graded Response Action Plan (GRAP) in addition to the Stage-I, II, and III actions that are already in effect. GRAP Stage 4 entails ban on diesel-run medium, heavy goods vehicles registered in Delhi (BS-IV or below), except those carrying essentials. Prevent trucks from entering Delhi, unless they are transporting necessities or rendering necessary services. However, all trucks (LNG, CNG, electric, and BS-VI diesel) will be allowed entry into Delhi. Ban od C & D activities, as in GRAP Stage 3, also for linear public projects such as highways, roads, flyovers, overbridges, power transmission, pipelines, etc. Entry of trucks into Delhi banned except for those carrying essential goods, services; LNG, CNG, electric, BS-VI diesel trucks allowed: CAQM. State government may consider additional emergency measures like closure of colleges/educational institutions and closure of non-emergency commercial activities, permitting running of vehicles, and odd-even basis of registration numbers etc. The Central Government has the authority to decide whether to allow its employees to work from home Even for classes VI–IX and XI, the NCR State Governments and GNCTD may decide to stop holding in-person classes and instead teach online. NCR State Governments/GNCTD will decide whether to permit 50% of employees in governmental, municipal, and private offices to work from home

The National Capital woke up to a thick blanket of smog, with air quality reaching ‘severe’ levels in various parts of the city on Friday morning. According to data from the Central Pollution Control Board as of 6 AM, areas such as Anand Vihar (441), Dwarka (444), Mundka (449), RK Puram (437), and Indira Gandhi International Airport (446) all reported by Central Pollution Control Board at 6 am. To combat the escalating air pollution, the Commission for Air Quality Management (CAQM) has implemented Stage III of the Graded Response Action Plan (GRAP) across Delhi-NCR. As part of GRAP Stage III, emergency response measures such as discontinuing physical classes for primary school students in entire Delhi-NCR, and curbing construction have been put in place. Delhi Minister Gopal Rai announced stringent measures on Friday (November 15) to tackle the capital’s deteriorating air quality under the Graded Response Action Plan (GRAP) III. The entry of inter-state buses, except for e-buses and those running on CNG, has been banned to curb vehicular pollution, a key contributor to high PM 2.5 levels. Additionally, BS III petrol and BS IV diesel four-wheelers are now prohibited within city limits. To address construction-related dust, private construction and demolition activities have also been suspended. To mitigate commuting challenges, 106 shuttle buses will be deployed, and metro services will operate 60 additional trips daily. 📹 Chitral Khambhati

Supreme Court Directs Suspension of Physical Classes for All NCR Students Due to Delhi Pollution The Supreme Court directed the suspension of physical classes for all students up to grade 12 in Delhi and NCR due to severe air pollution. The Bench of Justices Abhay S. Oka and Augustine George Masih emphasized immediate implementation of Stage IV measures under the Graded Response Action Plan (GRAP) and criticized delays in enforcing Stages III and IV by the Commission for Air Quality Management (CAQM). The Court clarified that GRAP Stage IV would remain in effect even if the AQI drops below 450 and mandated monitoring teams to ensure compliance. Governments in NCR were ordered to file compliance affidavits by November 21, with the matter listed for further hearing on November 22. The Bench underscored the constitutional obligation of governments to provide a pollution-free environment under Article 21, citing the drastic impact of stubble burning, firecracker violations during Diwali, and ineffective measures by the CAQM. The Court also proposed a perpetual ban on firecrackers to address recurring pollution issues. This case highlights the Court's ongoing scrutiny of anti-pollution measures across Punjab, Haryana, Uttar Pradesh, and Delhi.
