SMC's Jonathan Ridolfi, Associate, and Justin Seigel, Director, attended the Environmental Water Resources Institute (EWRI) Operation & Maintenance of Stormwater Systems (OMSW) Conference earlier this month - a gathering highlighting advances in O&M of stormwater infrastructure, including maintenance design and approaches, training programs, municipal program management and implementation, life cycle cost analysis, lessons from the field, etc. They had a very positive experience at the event, taking away the following insight, "As various municipalities, jurisdictions, and agencies across the country embark on their journeys towards cleaner stormwater, learning how to properly maintain their facilities becomes a major hurdle that must be accounted for. Developing innovative ways to obtain funding and create 'Green Collar Jobs' becomes a key discussion point, with many looking to the P3 of the Clean Water Partnership in Prince George's County as a model to learn from. With a unique ability to provide extensive contractor training on how to properly maintain various stormwater facilities as well as provide valuable opportunities for both County Located Small Businesses and Local Resident work hours, the program has become a model for success across the Country. "Furthermore, as funding becomes a greater need for proper O&M, implementing a stormwater utility tax, often referred to as a 'rain tax', is quickly being brought to the forefront. By following a 'teach & treat' model to engage the community, accounting for community desires and needs before implementing a stormwater utility tax, appears to be a potential path forward to remedy the O&M funding issue while reducing confrontation & resistance from the community. By following the 'teach & treat' model, the goal becomes to demonstrate that Green Infrastructure can be more than just a utility to clean stormwater runoff, but rather a positive asset to local communities for years to come." - Jon Ridolfi "Technology, specifically AI, can play a major role in maintaining BMPs. Stormwater infrastructure continues to expand, and we'll need to figure out how to best allocate limited resources to maximize the benefit of existing and future stormwater control measures. Young folk in the stormwater industry might not be aware that there was a national inquiry into stormwater back in 2015. It was an exciting time! I remember thinking that this could be the answer to all our woes to get consistency and logic into approaches to stormwater management around the country. Key recommendations of this inquiry included (paraphrased for brevity): 💡 Recommendation 1: ...to develop and implement a national policy framework for stormwater management (a National Stormwater Initiative). 💡Recommendation 4: ...consider new funding models and financial incentives that would facilitate improved stormwater management outcomes in an economically efficient way. 💡Recommendation 5: ...restore funding for stormwater research...consideration should also be given to how the overall level of research and development can be increased by attracting co-investment from other levels of government and the private sector to support and expand research activities that receive funding from the Australian Government. 📨 In 2020, Stormwater Australia sent a formal submission asking for an update on progress. https://lnkd.in/g7eDQDQP It's now 2024, can anyone share their knowledge into the likelihood of a National Stormwater Initiative or any other change coming from this inquiry? https://lnkd.in/gugmHAZ4 Stormwater Queensland, Stormwater Victoria, Stormwater NSW, Stormwater South Australia, Stormwater Western Australia, #stormwater #WaterQuality #NationalStormwaterInitiative

Today, I am at WSP in the UK , Birmingham office, as we host CIWEM (The Chartered Institution of Water and Environmental Management) 's discussion on Water Resources Planning chaired by Chris Fawcett The Environment Agency kick-started the first panel discussion. Session 1: Overview of Water Resources planning We discussed: Challenges such as national coordination, technical alignment, adaptive planning, and reducing duplication The role of regional groups as hubs for multi-sector planning and catchment governance A way forward with more focus on environmental destinations, stability in technical approaches, and a potential national coordination office to drive alignment. Key questions raised by the audience: Should WRMPs change its name to reflect a broader, more integrated approach? Can urban planning move towards a more water-positive focus? Highlights: Local plans are crucial to shaping our growth—engagement with LPAs must increase. Collaboration is key for upcoming regional plans. The proposed government reform of water statutory plans is vital. Smart metering must be made accessible to all, with lessons learned from early adopters. Ultimately, without water, there is no economy. Enjoyed co-presenting with Dee Grahamslaw at CIWEM (The Chartered Institution of Water and Environmental Management) national flood and coast conference today. Consistent messages on the need for partnerships and collaboration, multidisciplinary teams involved in place making and delivery. Need to bring together the different professions e.g. The Planner RTPI Royal Town Planning Institute Institution of Civil Engineers (ICE) Institution of Civil Engineers (ICE) Landscape Institute Chartered Institute of Ecology and Environmental Management (CIEEM) Institute of Water The Institute of Asset Management Individually/in silo there are not enough skills/people to deliver significant infrastructure investment planned and to leverage wider benefits across catchments and within geographical places. Collaboration is underpinned by trust, common purpose, converting words to action and partnership maturity. Communication/engagement is also essential - presentation from Martin Osborne and going to where people are now and bringing them with you. Congratulations to Ali Leonard from Newcastle University - her first research article from her CDT WIRe PhD project has been published today. Titled "Collaborative Multiscale Water Resources Planning in England", her paper critically analyses the National Framework for water resources planning introduced in 2020. The study explores how strategic cooperation across a privatized industry can meet higher resilience standards and navigate England’s water crisis. Key Highlights: • Evaluation of the National Framework's implementation from 2020 to 2024. • Insights from practitioners on successes, challenges, and lessons learned. • Recommendations for establishing a national coordination office to enhance multiscale planning. This research aims to contribute to more adaptive, collaborative, and integrated water management solutions in England. Co-authored by Jaime M.
