We’ve all worked with 1 Government Department at some point. Imagine if 7 Government departments came together, the kind of impact that can be created! On November 19, 2024 T-SIG/ Telangana Social Impact Group (CSR Wing of Telangana Government) brought together those 7 Government departments! Alongside Aide Et Action (NGO / Implementation partner) a State-level Convergence meeting was held in Ranga Reddy district, as part of the Migrant Labour revitalisation programme (UDAAN). This is a CSR programme for Corporates to join hands with the Government of Telangana to revitalise the brick kiln migrant labour community. Between 2022-2024, INR 1.8 Crores/ USD 220,000 was contributed, positively impacting 18,000+ labourers (men, women, children). This meeting focused on uplifting the migrant brick kiln population in Sanga Reddy and Ranga Reddy districts, addressing their pressing needs and connecting them with essential government welfare schemes such as: ✅ Vaccination & Immunization ✅ One Nation One Ration Program ✅ Safe Migration Initiatives ✅ Safety of Women at Kilns ✅ Early Childcare Services at Brick Kilns A special highlight was ensuring quality education for migrant children in their mother tongue (Odia), and tackling the unique challenges faced by migrant women and children with actionable strategies for improved welfare access. There were senior representatives from 7 Government Departments and Corporates who pledged their support to enhance the living conditions of brick kiln migrant labourers in Telangana: Some of the participants were: ✨ Ms.Sunanda - Joint Director, Department of Women Development & Child Welfare Mr.Pavan - State Coordinator, Out of School Children, Samagra Shiksha ✨ Ms.Laxmi Bhavani, Deputy Commissioner of Civil Supplies ✨ Ms.Vani Bhavani - Assistant Commissioner of Civil Supplies ✨ Mr.Sai Suman, Labour Department ✨ Ms.Sree Lakshmi, Joint Director of Industries Department ✨ Ms.Usha Viswanadhan, DCP, Women Safety, Rachakonda Commissionerate ✨ Dr. Shilpa and Dr. Srinath, Commissionerate of Health and Family ✨ Ms. Apeksha Reddy Aleti (CA), Director-Finance of Ficosa India ✨ Mr.Rahul Goswamy, Plant Head of Ester Industries ✨ Mr.Rajender Reddy - President, Brick Kiln Owners’ Association Together In case any Corporate would like to step in and deploy their CSR funds into this project, please write to csr-cell@telangana.gov.in

Transforming Lives: A Commitment to Social Welfare Initiatives in the First 100 Days In the first 100 days of Prime Minister Narendra Modi's third term, the Indian government has demonstrated a strong commitment to uplifting marginalized communities through various inclusive initiatives. Dignity for Sanitation Workers: NAMASTE Scheme To combat manual scavenging, the National Action for Mechanized Sanitation Ecosystem (NAMASTE) scheme has been introduced. This initiative aims to ensure dignified livelihoods for sanitation workers through mechanization and skill development, thereby eradicating the practice of manual scavenging and promoting sanitation across urban areas. 3. Housing for All: PM Awas Yojana The Pradhan Mantri Awas Yojana (PMAY) continues to be a cornerstone of the government's efforts to provide affordable housing. In the first 100 days, the scheme has furthered its mission of housing for all by approving the construction of numerous homes, focusing particularly on women-headed households, thereby empowering women through property ownership. 4. Women Empowerment Initiatives Programs like Beti Bachao Beti Padhao and PM Ujjwala Yojana have been emphasized, showcasing the government's commitment to women's rights and health. Statistics detailing beneficiaries of these schemes reflect progress in education and health, underscoring the importance of women in national development. Through these initiatives, Modi's government is not just promoting infrastructure but is also focused on creating a sustainable ecosystem where every citizen, especially the marginalized, can thrive. Scheme For woman in 2004-14 Here are some women welfare schemes that were implemented in India between 2004 and 2014: Swadhar: This scheme provides free food, clothes, bedding, medical facilities, vocational training, and legal aid to women who are victims of domestic violence, former prisoners, or are socially and economically disadvantaged. Janani Suraksha Yojana (JSY): This scheme was launched in 2005 to reduce maternal and neonatal mortality, and to promote institutional delivery among poor pregnant women. Kishori Shakti Yojana: This scheme expanded coverage for girls between the ages of 11 and 18 years. Pradhan Mantri Gramodaya Yojana: This scheme addressed nutrition security. "The weak performance of the Indian state is one of ten greatest challenges facing humanity." - Lant Prichett, 2008 I often find myself in the throes of dejection and hopelessness when I sit and wonder about the magnitude of the gap which we as a nation still have to leap over to offer a respectable, honourable and aspirational life to people of all income strata of our society. In my attempt to find the answer to why the as-is is the way it is and what can be done to get to the desired to-be, I chanced upon Karthik Muralidharan's seminal book. At the very outset, it identifies that India’s journey towards development is constrained by a crisis in state capacity which hinders public welfare and breeds inefficiency. If we double click on it, we find that there are six key systemic areas that need reinforcements and need them fast, they are: 1. Data: Reliable data forms the foundation of good governance, but India faces limitations in data quality, frequency, and granularity. This gap hinders informed decision-making, resulting in policy and implementation issues. 2. Personnel: With only 16 public employees per 1,000 people (China - 57; US - 77; Brazil - 111; Norway - 157), India’s government workforce is under-resourced and lacks the skills and motivation needed for effective service delivery. A focus on training and empowering public servants is essential. 3. Quality of Public Expenditure: Inefficient spending on public projects and subsidies affects economic and social welfare. Improving the quality of expenditure can provide more value with the existing resources, creating a greater impact on public services. 4. Tax Revenue: India’s low tax-to-GDP ratio of 18% is a hurdle, limiting state resources. Strengthening tax collection mechanisms, especially in informal sectors, could substantially boost revenue and enhance public welfare. 5. Federalism and Decentralization: India is one of the most over-centralized countries in the world. India spends only 3% of its budget at local govt. level compared to over 50% in China! A balanced federal structure will allow local governments to better serve communities. 6. Leveraging Non-State Actors: Collaboration with private entities and civil society can enhance public welfare, but government procedures and distrust often stifle these partnerships. Reducing barriers can unlock the potential of non-state actors in improving service delivery. The book goes on to devote dedicated chapters on each of these areas with additional implications focused on: • Education & Skill • Health & Nutrition • Police & Public Safety • Courts & Justice • Social Protection & Welfare • Jobs, Productivity & Eco. growth A highly recommended read for anyone who wishes to understand why things are they way they are and have a mental model to look at what actions are steps in right direction and which of them are mere optics to keep the population hallucinated.
