The U.S. Department of Energy and the U.S. Environmental Protection Agency recently issued a competitive $850 million federal funding opportunity designed to provide grants to eligible U.S. entities, including industry, academia, NGOs, Tribes, and state and local governments for the purpose of helping mitigate methane emissions from marginal conventional wells and other oil and natural gas assets; accelerating the commercialization, scale-up and application of innovative methane emissions reduction technologies; and advancing the characterization and reduction of methane emissions through multi-scale, measurement-informed data collection and analysis. With #SCOTUS gutting the executive's ability to effectuate legislatively authorized energy and environmental policy by overturning Chevron deference (see Loper Bright) and opening longstanding agency rules to perpetual challenge (see Corner Post), uncertainty over energy and climate policy at the Federal level may be a feature of the commercial landscape for the foreseeable future (great reporting as usual from Canary Media Inc.). So much as it ever was, it will be up to the states to lead the #cleanenergy transition - specifically, policies supporting distribution level #solar and #batterystorage assets are squarely within the states' domain. To take just one example, the California Public Utilities Commission can still do the right thing for customers by creating a durable #communitysolar policy - one that values hybrid assets' grid contributions and fast-tracks their interconnection, without Federal funding. This is achievable, and will save money for customers while supporting the grid. It's time for the states to lead!

Today, President Biden’s White House Council on Environmental Quality (CEQ) finalized a rule to reform, simplify, and modernize the federal environmental review process under the National Environmental Policy Act (NEPA). This follows last week’s announcement by the U.S. Department of Energy (DOE), finalizing another permitting rule and advancing hundreds of millions for new grid capacity. In response to these recent actions, CE4A Executive Director Andrew Reagan released the following statement: “We applaud the administration for advancing these vital improvements to America’s grid and the permitting process to grow it. We cannot meet our clean energy goals if we do not modernize our energy grid, and these steps are a vital part of the process. They show the Biden administration’s commitment to achieving America’s clean energy goals can also prioritize conservation and local needs.
