🇨🇳🇺🇸China produces more cargo ships than all the countries in the world combined, while the US industry produces less than 1% of the total number worldwide, reports Foreign Policy Over the past year, Beijing showed a 12% increase in shipbuilding. The magazine believes that China's goal is to build supply chains that are resistant to possible Western sanctions, since 80% of global trade is carried out by sea. Western economies will find it difficult to respond to China's dominance in shipbuilding because their shipyards compete with each other and cannot achieve the concentration of resources that China has, Foreign Policy believes.

The first-ever regional peer review exercise on export controls in Southeast Asia and the Pacific was hosted by the Philippines with Singapore recently. The tabletop exercise held in Manila last week was hosted by the Department of Foreign Affairs under the UN Security Council Resolution (UNSCR) 1540. The exercise compared implementation of UNSCR 1540 between the Philippines and Singapore. It was presented by experts from both countries’ border security and export control authorities and moderated by the UN Office for Disarmament Affairs. UNSCR 1540 was co-sponsored by the Philippines, with France and the UK, in 2004 when the country last occupied a non-permanent seat in the Security Council. The resolution was unanimously adopted. UNSCR 1540 calls on UN Member States to adopt and enforce appropriate laws and other effective measures to prevent the proliferation of chemical, biological, and nuclear weapons and their means of delivery to non-state actors. Today we wanted to touch on the U.S.’s latest trade measures in relation to China. Here’s a brief overview of the multi-faceted U.S. national security and commercial strategy.   U.S. Customs has implemented measures like Sections 232 and 301 tariffs, anti-dumping duties, and the Uyghur Forced Labor Prevention Act (UFLPA).   Scrutiny by CFIUS (Committee on Foreign Investment in the United States) has been increasing around inbound investment in infrastructure, data, and technology. The U.S. government is also considering outbound investment mechanisms, and the new BIS ICTS office is drafting controls on Chinese investment in critical supply chain nodes outside the United States.   Increasing U.S. government procurement bans target Chinese-made surveillance, telecom, and UAV equipment.   Designation of Chinese entities to U.S. restricted party lists has increased due to their support of Iran and Russia. Restrictions on military end-users in China continues as well as increasing outreach from BIS to universities regarding deemed exports.    The National Security Act of 2024 introduces secondary sanctions on Chinese financial institutions dealing with Iranian-origin petroleum and petroleum products.   Have questions about U.S trade measures against China or need advice on navigating between the two countries? It includes both national security and commercial components. It is a whole-of-government approach that touches exports; imports; investments in U.S. companies and infrastructure and in the technology and supplies they purchase; U.S. investments in the stock of companies allegedly affiliated with the Chinese military-industrial complex and—in the future—in critical sectors of the Chinese economy; and contracting with or purchasing components or security equipment from certain Chinese companies if you are angling for a U.S. government contract. South China Sea Tensions China’s military activities in the #SouthChinaSea are raising concerns among global shipping companies and foreign governments, specifically the Association of South East Asian Nations (ASEAN). This region handles over $5 trillion in goods annually and remains a crucial waterway for intra-Asian and global trade. Escalating territorial disputes, including recent confrontations with Vietnam and the Philippines, threaten to disrupt these routes, potentially leading to further delays and rising costs for commodities. Sanctions on Iran and Russia The U.S. and other global powers have intensified #sanctions on Iranian and Russian shipping networks. Iranian vessels linked to #oilsmuggling, aimed at financing sanctioned groups, continue to operate despite #restrictions. Meanwhile, sanctions on Russian energy exports persist, forcing companies to navigate complex legal waters and adjust shipping routes. The Middle Corridor, previously obscure, has emerged as a popular Eurasian gateway due to crises encircling the region: the war in Ukraine & sanctions on Russia, turmoil in Gaza, Houthi activities in the Red Sea, and escalating tensions in Southeast Asia. When successful, the Middle project promises the following: 1) Realising the corridor necessitates multilateral cooperation and a multi-vectorial foreign policy among involved nations and between them and external actors, eschewing side-picking for collaborative engagement. 2)The corridor promises economic opportunities, potentially helping harmonise relations such as between Armenia and Azerbaijan, thereby bolstering regional stability. It does not trigger more competition in the region but offers a much-needed multi-stakeholder alternative. 3)This initiative enhances the significance of the Eurasian heartland - Central Asia and the South Caucasus - as a stabilising global force, showcasing the collaborative influence non-great powers may have on the international system. There are currently three Urals-laden Aframax tankers in floating storage offshore India as of 26 March 2024, according to Vortexa. This build in Russian Urals floating storage comes at a time where India is turning away tankers which are either sanctioned by the US or part of the Sovcomflot (SCF) fleet. These three tankers are neither, but highlights the fleet impact currently observed on tankers taking Russian crude to India. This build in Russian Urals floating storage coincides with the complete decline of Sokol in floating storage, another Russian crude grade which is loaded from Russia Far East. Sokol floating storage peaked at over 8mb at the end of January, as SCF tankers laden with Sokol were diverted away from India following US sanctions. A number of these sanctioned tankers stayed in floating storage for months before sailing to China, where they discharged in March. The recent US sanctions has had an impact on both the flows of Russian crude to Asia but also on the fleet itself, with SCF tonnage now directed towards China as opposed to India. However, India does have access to tonnage replacement, some of which is in the form of high-risk tankers though non-sanctioned. 🚢⛽️ "The Competitor of the Suez Canal". A new trade route will free Russia from sanctions. The international transport corridor "North - South" will make Moscow inaccessible to Western sanctions, writes NYT. "The key component of Russian plans is a 160-kilometre railway costing 1.7 billion dollars, the construction of which is set to begin this year. This will be the final link of the railway line between Russia and Iranian ports on the shores of the Persian Gulf, which will provide easy access to [the trade capital of India, Mumbai]," the publication states. The railway is planned to be completed by 2028. The new route will reduce the transportation time of goods from St. Petersburg to Mumbai to ten days.
