These are the key takeaways:
✅ We support the new Minimum Energy Performance Standards and renovation targets as well as measures to encourage the phase-out of fossil fuel heating systems. We are also pleased to see the introduction of a Zero Emission Building standard for all new buildings from 2030.
✅ Together with our Europe Regional Network of Green Building Councils (GBCs) and partners, for three years we campaigned as part of the #BuildingLife project for an EPBD that tackles the Whole Life Carbon (WLC) impact of buildings, and we are delighted to see WLC reporting and target setting in the final agreement.

The expansion of the EPBD has today been voted in by the European Parliament, as reported by the World Green Building Council below. This is a huge step!
Why so, you may ask?
At the moment the construction and use of buildings is responsible for around 40% of global carbon emissions; but in Europe, with its mature built environment, only a fraction of this is addressed by the current EPBD's focus on reducing operational energy in new buildings.
The recast EPBD includes:
- Operational energy (and associated carbon) of existing buildings. This is the majority of the emissions from the built environment, and needs to be reduced rapidly and substantially. There are also undisputed co-benefits to retrofit and refurbishment done in the right way, including increased comfort in future climates, and reduced fuel poverty.
- Embodied carbon impacts of constructing new buildings. This is equivalent to half a tonne of carbon dioxide equivalent for each square metre (very rough figure, but supported by increasing case study results). New build cannot be the answer at this carbon cost.
So what will happen over the coming years in response to the recast EPBD?
- Construction materials will change; realistically not out of all recognition, for multiple reasons, but with a distinct move towards low-carbon bio-based alternatives, as current high-carbon materials will have to work hard to decarbonise, and will become more costly as a response.
- Construction waste processing will become a much bigger part of the picture, will change landscapes and building sites, and will make demolition much more costly.
- The growing regulations to reduce embodied carbon, as well as the increased waste costs, will mean demolition and new build will become increasingly harder to justify.
- Practices already focused on low carbon retrofits, both on an individual building level and at scale, will be in the sweet spot to lead the way.
It isn't perfect and there are many answers still to be found, and problems still to understand. - There is a possibility that heritage buildings will be either left behind and become relatively uninhabitable, or will be maladapted using inappropriate retrofit approaches. - Future climates will need to be modelled into our retrofit and new building designs, to ensure that we aren't increasing risks of over-heating, or of flooding from multiple causes. - Increasing bio-based construction materials at scale will mean changes to land use, with potential adverse effects for agriculture and water availability. - As with the rapid end to coal mining in 1980s Britain, rapid changes to established industries could have a devastating and lasting socio-economic effect on communities.
There is a great deal of work still to be done to achieve a minimal energy and carbon, and maximal resilience and comfort, built environment. But today's announcement feels like really hopeful step into the future.

⚡ Implementing Minimum Energy Performance Standards (MEPS) in Ireland: What's Next?
One of the critical updates from the Energy Performance of Buildings Directive Recast is the introduction of Minimum Energy Performance Standards (MEPS). But how will Ireland bring these into practice?
The World Green Building Council recently launched factsheets detailing how national governments can roll out effective policies and guidelines for implementing #MEPS and setting renovation trajectories across European buildings, as envisioned by the #EPBD.

💡 The Irish Green Building Council is at the forefront of this effort, working closely with key stakeholders to ensure the EPBD is effectively transposed into Irish law. To further this initiative, we will be hosting a workshop in late September focusing on the transposition of Article 9(1), which pertains to MEPS in non-residential buildings.
Yesterday, the European Parliament approved the Energy Performance of Buildings Directive (#EPBD) recast at its plenary session in Strasbourg.
The new EPBD would put the building stock on track towards the EU’s 2050 energy and climate targets. It contains important new provisions aimed at improving Indoor Environmental Quality, triggering renovations, phasing out fossil fuels, and facilitating access to information and financial support for building owners and occupants.
The adoption by the Parliament is an important signal for the HVACR industry to provide legal clarity and trigger investments in R&D, manufacturing capacity and job creation. The last hurdle for the EPBD recast is approval by the Member States in the weeks to come.
