Doesn't the double taxation agreement account for some of that? I know that the US taxes its citizens above a certain threshold, but I thought that threshold was more than enough to live in Portugal. (For me, it was the paperwork and accounting fees, not the taxes, that was annoying. The income threshold was pretty high, so it is just about proving that you don't need to pay taxes. She doesn't even mention the accounting fees.)
