Too complicated, even when nothing is owed the IRS and the penalties for making an error are Orwellian! It causes an undue hardship just to file taxes. And you can thank Barak Obama for adding insult to injury with FATCA, the Foreign Account Compliance Act. There should be an exception bank accounts located in the person't country of residence. Call your Representatives and tell them you want residence based taxation.  202-224-3121

The process is relatively easy when you are working as an employee, but as a retired person who is consulting on the side, it can be both complicated and expensive.
